PURPOSE AND RATIONALE OF THE QUALIFICATION 
To produce a Graduate who:
a) Is capable of logical thought, analysis and synthesis applied to property and construction problems.
b) Brings basic techniques to bear on property and construction related problems from economics, business management, health and safety, and environmental protection perspectives.
c) Costs, plans and manages projects as well as providing design assistance.
d) Is capable of communicating effectively and acting professionally and ethically.
e) Meets the academic requirements for registration with the Council of South African Quantity Surveyors.

South Africa is presently in a state of inadequate physical and economic development. Further development is essential if SA is to meet the aspirations of society. Such development is dependent on the provision of the appropriate forms of infrastructure, facilities and processes. Provision of these is dependent on the availability of graduates in the various property and construction related fields.

Career opportunities are available in several property and construction related fields. In the private sector, graduates find employment as consultants, contractors or developers. In the government sector graduates are to be found in various Departments from National to Local level. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
a) A graduate with a BScPropDev degree from this University, completed at an appropriate level.
b) A graduate with an equivalent degree from another University who has been admitted to the status of (a).
c) Persons who have been admitted under special conditions in terms of Common Rule R33 which allows work experience and training to be taken into sccount.
Since the programme is highly structured there is little scope for RPL outside formal courses or programmes.

Integrated Assessment:

The University of Natal is currently reforming its assessment strategies to include the assessment of applied competence for each qualification. In the meantime, a combination of continuous assessment and traditional written examinations serve to assess the integration of all/most of the learning outcomes for each module in a qualification.

MODERATION OPTIONS 
The Council of SA Quantity Surveyors undertakes a five yearly accreditation visit as well as conduction annual interim inspections. Detailed feedback is provided by the accreditation groups and needs to be acted upon before the next accreditation visit or such time as the Council specify. External examiners are invited to submit reports on the courses which they examine. The ETQA system for HE is not yet fulle developed. Until such time as it is, procedures described under 10. above suffice. 

CRITERIA FOR THE REGISTRATION OF ASSESSORS 
Until the HEQC established a registration system for assessors in the HET Band, the University of Natal assumes that, on the basis of its rigorous selection criteria for the appointment of academic staff (who also have opportunities for staff development in assessment), staff are competent to assess students on the modules they teach. This assessment is quality assured via a university system of internal moderation and external examination. External examiners are appointed for their teaching and disciplinary expertise and subject to the approval of Faculty Boards. The University of Natal ruling is that 66% of all assessments at exit level, i.e. leading to a qualification are externally examined.

As per the SAQA Board decision/s at that time, this qualification was Reregistered in 2006.
