PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who are, or who seek to be employed as the manager of a local economic development unit.It provides the learner with an opportunity to ensure optimum delivery of a local economic development programme by applying their knowledge of project, financial and general management concepts.People credited with this Unit Standard are able to:
  • Identify current monitoring, reporting and evaluation processes and their data components and analyse their strengths and weaknesses.
  • Gather and consolidate details of the reporting processes and data components provided for in the current project plans.
  • Revise the existing system by improving the integration of the available data to optimise on-going monitoring, reporting and evaluation by the local economic development Unit.
  • Implement the revised system and evaluate its impact on a regular basis. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in Communication, Mathematical Literacy and Computer Literacy at NQF Level 4. 

    UNIT STANDARD RANGE 
  • All data available to the local economic development unit.
  • All data conversion processes in use by local economic development unit staff or key role players of the finance department.
  • All providers and users of information relevant to a programme.
  • At least two local economic development programmes of different sizes and challenges must be used.

    1. The current processes used in the local economic development unit for monitoring, reporting and evaluation of reports are identified and explained in terms of a specified local economic development programme. 

    ASSESSMENT CRITERION 2 
    2. The data components that feed these processes are identified and collated with reference to the specified local economic development programme. 

    ASSESSMENT CRITERION 3 
    3. The strengths and weaknesses of the current processes, data components and reports generated are evaluated with reference to the local economic development programme and presented in the form of a report.

    Gather and consolidate details of the reporting processes and data components provided.

    3. The purposes and what is expected to be achieved by implementing a system for monitoring, reporting and evaluating local economic development programmes are identified, collated and presented in the form of a report.

    Revise the existing system by improving the integration of the available data.

    1. The data components provided by the projects are mapped against comparable best practice in local economic development programme management in South Africa and across the world. 

    ASSESSMENT CRITERION 2 
    2. The monitoring, reporting and evaluation processes provided in the programmes are mapped against comparable best practice local economic development programme management in South Africa and across the world. 

    ASSESSMENT CRITERION 3 
    3. An analysis is conducted of any differences in data components and information processes. 

    ASSESSMENT CRITERION 4 
    4. A proposal is tabled and discussed with the key role-players to revise the existing LED Unit wide processes for monitoring, reporting and evaluation to achieve agreed objectives. 

    SPECIFIC OUTCOME 4 
    Implement the revised system and evaluate its impact on a regular basis. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. An implementation plan is negotiated with key role players on agreements of revisions to be made to the existing data sources and information gathering processes. 

    ASSESSMENT CRITERION 2 
    2. The revised system is implemented and the outputs are evaluated in terms of the extent of achievement of the expected improvements. 

    ASSESSMENT CRITERION 3 
    3. The impact of the revisions is evaluated in terms of their contribution to the effective and efficient management of the local economic development programme by local economic development unit staff. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.

    2. Any institution offering learning that will enable achievement of this Unit Standard or will assess this Unit Standard must be accredited as a provider with the relevant ETQ, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.

    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
