PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who are, or who seek to be employed as the manager of a local economic development unit.It provides the learner with an opportunity to demonstrate their knowledge of the local economic development stakeholders in their environment, the institutions best suited to structuring interaction with them and the facilitation skills necessary to bring this about.People credited with this Unit Standard are able to:
  • Identify the characteristics of and define strategic partnerships in the context of local economic development in South Africa.
  • Select and apply appropriate criteria for choosing strategic partners relevant to a specific local economic development programme.
  • Facilitate meetings with potential strategic partners to establish a basis for participating in a local economic development programme.
  • Formalise strategic partnerships by completing the appropriate documentation.
  • Monitor, review and evaluate the extent to which the strategic partnerships have contributed to achieving the agreed objectives.

    3. The willingness of the potential partner(s) to contribute is established and terms of reference are drafted as a basis to negotiate and agree the specific nature and extent of the contribution.

    1. Formal structures (or institutional arrangements) are agreed in order to create the strategic partnerships for the local economic development programme.

    2. Delivery against plan by selected strategic partnerships is evaluated with reference to the objectives of the relevant local economic development programme. 

    ASSESSMENT CRITERION 3 
    3. The contribution of the strategic partnerships to the relevant local economic development programme objectives is evaluated at specific, agreed points in time with reference to the plan. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.

    2. Any institution offering learning that will enable achievement of this Unit Standard or will assess this Unit Standard must be accredited as a provider with the relevant ETQ, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.

    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.

    4. Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
