PURPOSE OF THE UNIT STANDARD 
Learners acquiring this standard will be learning towards obtaining a national qualification or are working within a project-planning environment, where acquisition of competence against this standard will add value to learner`s job, or chances of finding employment.

The qualifying learner is capable of:
  • Develop a holistic view of the operational functions and activities required for project.
  • Develop a feasibility study.
  • Develop a work breakdown structure (WBS).
  • Develop a resource plan.
  • Develop a cost breakdown. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners accessing this unit standard/qualification will have demonstrated competence against standards in generic business management principles equivalent at NQF Level 4. It is assumed that candidates are able to apply management principles such as planning, organising, leading and control to perform management tasks. It is also assumed that learners demonstrated competence in computer technology at NQF level 3, which will enable them to use software packages during project planning.

    1. The development of a generic project definition accurately describes the work to be performed and is consistent with the features of the project.

    2. The explanation of the concept of project management includes all core elements and also defines the interrelationship between project management and generic management. 

    ASSESSMENT CRITERION 3 
    3. The identification and explanation of the functions of key stakeholders and project team members are relevant to a specific project. 

    ASSESSMENT CRITERION 4 
    4. The explanation of the project-life cycle with the sub-division of the scope of work is relevant to a specific project and consistent with organisational expectations and standards.

    Develop a feasibility study.

    1. The development of a feasibility study is made in accordance with specific project life-cycle phases.

    2. The development of a project definition and project scope is consistent with the owner`s/organisation`s instructions for such a project and relevant to the project. 

    ASSESSMENT CRITERION 3 
    3. The analysis of stakeholders` specific needs, expectations, involvement and influences on the project is reflects in-depth understanding of what is required to meet customer expectations. 

    ASSESSMENT CRITERION 4 
    4. The analysis of constraints which may influence the deliverables addresses internal corporate constraints, internal project constraints, as well as external constraints. 

    ASSESSMENT CRITERION 5 
    5. The development of a broad strategy and an alternative analysis is consistent with the project scope and nature, and the requirements of the project owner.

    Develop a work breakdown structure (WBS).

    1. The creation of a work breakdown structure is done according to a scientific WBS process.

    2. The division of the approved broad strategy into manageable work packages is done, indicating various levels of detail.

    3. The development of a responsibility matrix is in accordance with the organisation breakdown strategy and responsible people are assigned to activities.

    4. The development of a critical path (CPM) is accurate and indicates logical links, sequence, dependency and relationships between activities.

    5. The development of a scheduled barchart is used to convey planning information with reference to the relationship between activities, timeframes, resources and responsibility. 

    ASSESSMENT CRITERION 6 
    6. The development of milestone charts for project team members is consistent the WBS and responsibility matrix.

    1. The integration of a resource plan with the WBS and time plan indicates specific resources required for specific activities within a work package and a given timeframe.

    2. The creation of resource histograms are done with reference to resource forecast and resource availability, as well as overloads.

    1. The development of a cost breakdown for a project is realistic and consistent with the project budget allocation and within quality specifications.

    2. The use of estimating techniques are relevant to the specific project and estimate reasonable project costs. 

    ASSESSMENT CRITERION 3 
    3. The alignment of the cost breakdown is according to the WBS, Resource Plan and Time Plan.
