PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to ensure that the mooring, anchoring or berthing of a vessel takes place by following required activities and practices and to implement actions which lead to safe working practices.

People credited with this unit standard are able to:
  • Secure, let go, and adjust the vessel`s position alongside.
  • Monitor and check the vessel`s safety and integrity when moored.
  • Secure and let go the ship at anchor. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard:
  • Communication and Mathematics Literacy at NQF level 2 or equivalent competence
  • Competence equivalent to "pre-sea safety standard" (SAMSA regulations)
  • Level 2 unit standard "Identify and describe common parts, fittings and equipment on a vessel", or equivalent competence. 

  • UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:
  • All operations are carried out under supervision or direction, in all weather conditions, day or night, and in all conditions of visibility and reduced visibility.
  • Routine and emergency anchor operations may include: letting go and weighing anchor, securing to a single anchor, securing to twin anchors, clearing fouled hawse, hanging off an anchor, or breaking an anchor.
  • Anchor equipment is to include: cable, securing arrangements, anchor balls, day marks, and cable locker.
  • Regulations include: the International Convention on Standards of Training, Certification and Watchkeeping, STCW 95; general harbour regulations; and Code of Safe Working Practice, and their subsequent amendments.
  • Mooring operations include: making fast fore and aft to a fixed terminal or jetty; making fast to a single point mooring; making fast to a conventional buoy mooring; preparing mooring area for operations; making fast and letting go tugs; adjusting moorings during a port stay; securing mooring area on departure; and rigging gangways, accommodation ladders, and pilot ladders.
  • Equipment malfunctions or problems may include: failure of moorings or equipment; damage to moorings; insufficiency of moorings; poor leads; and inability to maintain ship in position.
  • Mooring equipment includes: fibre and wire rope moorings; heavy lines and stoppers, rope and chain; tension winches; stand alone winches; electric, hydraulic, and hand driven capstans and drum ends; and dead men and fairleads.

    Secure, let go, and adjust the ship`s position alongside. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Operations are conducted in accordance with company procedures and established safety rules and regulations. 

    ASSESSMENT CRITERION 2 
    Mooring lines and associated equipment are handled safely, and lines are kept free from loose ropes, wires, and debris throughout operations. 

    ASSESSMENT CRITERION 3 
    The tension on mooring lines is maintained at a level which meets the requirement of the stage and nature of the operation with respect to warping the ship to maintain position. 

    ASSESSMENT CRITERION 4 
    Reports of incidents made to the supervising officer are clear, concise, complete, and with the appropriate degree of urgency to ensure the secure mooring of the ship. 

    ASSESSMENT CRITERION 5 
    Equipment malfunction or problems experienced during operations are promptly dealt with. The action taken minimises risk to personnel, the ship, and ship`s equipment, and with a degree of urgency appropriate to the nature of the malfunction or problem. 
    ASSESSMENT CRITERION RANGE 
    Action taken may include, but is not limited to: personally correcting the malfunction or problem, or referring it to the supervising officer.
     

    ASSESSMENT CRITERION 6 
    Communication relating to securing, letting go, or adjusting the vessel`s position is clear and compiled in the required format. 
    ASSESSMENT CRITERION RANGE 
    Communication includes, but is not limited to: orders, instructions, advice, written and oral between subordinates and superiors, and between peers or colleagues.
     

    SPECIFIC OUTCOME 2 
    Monitor and check the ship`s safety and integrity when moored. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Checks are carried out in accordance with established safety rules and regulations. 
    ASSESSMENT CRITERION RANGE 
    Routine checks and operations include, but are not limited to: fire and security rounds, display signals, flags, lights, checking mooring integrity, monitoring visitors to the ship, monitoring the environment, gangway placement.
     

    ASSESSMENT CRITERION 2 
    The frequency, timing, and scope of scheduled checks are conducted within the required time frame and are in line with watch keeping instructions. 

    ASSESSMENT CRITERION 3 
    Action taken in the event of irregularities is reported within a time frame and format which enables the situation to be remedied. 
    ASSESSMENT CRITERION RANGE 
    Irregularities or abnormal conditions may be created by - the cargo or loading, stowage and discharging operations, weather, equipment malfunction or failure.
     

    ASSESSMENT CRITERION 4 
    Reports of incidents made to the supervising officer are clear, concise, complete, and with the appropriate degree of urgency to ensure the safety and integrity of the ship. 

    ASSESSMENT CRITERION 5 
    Limitations and restrictions on access to the ship by visitors are in accordance with watch keeping instructions.

    Secure and let go the ship at anchor.

    ASSESSMENT CRITERION 1 
    Letting go operations are carried out in accordance with established safety rules and regulations. 

    ASSESSMENT CRITERION 2 
    Preparation of the anchor and equipment prior to letting go is performed in line with orders received. 

    ASSESSMENT CRITERION 3 
    The quantity of cable run out or recovered is in line with orders received. 

    ASSESSMENT CRITERION 4 
    Control of the cable is monitored in line with safe operating limits of the equipment during normal, routine operations. 

    ASSESSMENT CRITERION 5 
    The degree to which the anchor and equipment is secured on completion of anchoring operations is in line with orders received. 

    ASSESSMENT CRITERION 6 
    Windlass and winch operation conforms with manufacturer`s recommendations and anchoring requirements. 

    ASSESSMENT CRITERION 7 
    The windlass and hawse pipe area is kept free from loose ropes, wires, and debris throughout all operations as per vessel standing instructions. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Providers of learning towards this unit standard will need to meet the accreditation requirements of relevant ETQA.

    The moderation requirements of the relevant ETQA must be met in order to award credit to learners for this unit standard. 

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The following essential embedded knowledge will be assessed through assessment of the specific outcomes in terms of the stipulated assessment criteria. Candidates are unlikely to achieve all the specific outcomes, to the standards described in the assessment criteria, without knowledge of the listed embedded knowledge. This means that for the most part, the possession or lack of the knowledge can be directly inferred from the quality of the candidate`s performance. Where direct assessment of knowledge is required, assessment criteria have been included in the body of the unit standard.
  • Knowledge underpinning this unit standard includes: boat handling theory, and relevant sections of associated legislation.
  • Guidance in correct operation of equipment is provided in The Code of Safe Working Practices for Seamen.
  • Prevention of pollution of the marine environment is governed by regulation, (MARPOL) legislated by the International Maritime Organisation.

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.


    The following particular issues should be taken into consideration when assessing against this unit standard:
  • All candidates to be assessed for this unit standard are required to provide evidence of competence (obtained by attending an approved course) in the following:
    - Basic First Aid.
    - Fire Fighting
  • Evidence is required with regard to the candidate being medically fit.
  • The importance of both safety and due care and consideration for the environment is to be kept in mind when assessing a candidate for this unit standard.
