PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for employers and employees, including managers, Human Resource Managers, NGOs and people who work with people with disabilities, who are responsible for creating a enabling work environment. The focus is on people in a work environment who make decisions about the employment and access of customers and employees with disability to the business or workplace. The Unit Standard should promote an awareness of the special needs of people with disabilities with a view to creating an enabling environment.

A manager in the context of this Unit Standard is the manager of a small business and first line managers of business units, team leaders and supervisors in medium and large organisations. The term business unit implies a small business, cost centre, section or department.

The Unit Standard was developed as a means of contributing to change in leadership focus and empowering managers to look at people issues.

The qualifying learner is capable of
  • Identifying different kinds of disability.
  • Explaining the responsibility of organisations to the disabled.
  • Investigating ways of facilitating access for people with disabilities.
  • Identifying processes required when employing disabled people.

    It is assumed that learners are competent in communication at NQF Level 1. 

    UNIT STANDARD RANGE 
    The typical scope of this Unit Standard is:
  • Permanent, temporary and recurring disability and dread disease.
  • Disabled employees, prospective employees, clients and customers.
  • Hearing, sight, physical, intellectual and mental disability.
  • Financial implications may be positive and negative.
  • Customers and clients may be internal or external customers or clients.

    Identify different kinds of disability. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The concept of disability is explained with reference to the Labour Relations Act and the Employment Equity Act. 

    ASSESSMENT CRITERION 2 
    Hearing related disabilities are identified and an indication is given of the implications of different degrees of hearing loss for the individual and inclusion. 

    ASSESSMENT CRITERION 3 
    Sight related disabilities are identified and an indication is given of the implications of compromised sight for the individual and inclusion. 

    ASSESSMENT CRITERION 4 
    Physical disabilities are identified and an indication is given of the implications of physical disability for the individual and inclusion. 
    ASSESSMENT CRITERION RANGE 
    Includes, but is not limited to, amputees, cerebral palsy, occupational injuries, multiple disabilities and diseases or conditions that result in physical impairment.
     

    ASSESSMENT CRITERION 5 
    Different degrees of mental disability are identified and an indication is given of the implications for the individual and inclusion.

    The legal responsibilities of organisations to disabled employees and society at large are identified with reference to South African legislation. 
    ASSESSMENT CRITERION RANGE 
    Labour Relations Act, Basic Conditions of Employment Act, Occupational Health and Safety Act, Occupational Health and Hygiene Act, COIDA and the Bill of Rights.
     

    ASSESSMENT CRITERION 2 
    Policies and procedures in an organisation are interpreted and an indication is given of whether they are aligned to the Code of Good Practice. 

    ASSESSMENT CRITERION 3 
    The responsibility of the organisation in terms of Employee Assistance Programmes, employee wellbeing and the provision of medical schemes is explained and an indication is given of the consequences for businesses that ignore these aspects. 

    SPECIFIC OUTCOME 3 
    Investigate ways of facilitating access for people with disabilities.

    ASSESSMENT CRITERION 1 
    Physical amenities in a specific organisation are examined to determine accessibility for the disabled. 

    ASSESSMENT CRITERION 2 
    Ways of facilitating access to the business of an organisation are identified for employees, customers, clients and society at large. 

    ASSESSMENT CRITERION 3 
    Techniques for communicating with persons with disabilities are discussed in terms of social integration, stereotyping and behaviour guidelines. 
    ASSESSMENT CRITERION RANGE 
    Preferred terminology, non-patronising behaviour.
     

    ASSESSMENT CRITERION 4 
    Ways in which employees can support colleagues and clients or customers who are disabled are identified and a plan is proposed to create awareness in a specific organisation.

    Identify practices required when employing disabled people.

    ASSESSMENT CRITERION 1 
    The role of job/work profiles and career pathing in the employment of people with disability is explained and an indication is given of when discrimination is justifiable. 

    ASSESSMENT CRITERION 2 
    The importance of selecting the right person for the right job is explained with reference to people with disabilities. 

    ASSESSMENT CRITERION 3 
    Ways in which people with disability can be reasonably accommodated in a specific workplace are investigated and an indication is given of how organisations can be proactive. 

    ASSESSMENT CRITERION 4 
    Issues or aspects that should be included in an induction programme are identified with a view to the inclusion and reasonable accommodation of disabled people in the workplace.

    Sensitisation of employees and accommodation of disabled employees.
     

    ASSESSMENT CRITERION 5 
    The financial implications if employers do not comply with the Code of Good Practice and legislation relating to the employment disabled people are identified with examples.
