PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended to enable learners who are working in a community facilitation context to ensure that environmental safety concerns are taken into account. 'Environmental safety' could have a number of emphases. For example farmworkers are exposed to environmental risks when working with pesticides, or there are other occupational health and safety concerns that might apply when members of a community are involved in specific projects like Working for Water or Land Care activities. More generally, a community-based facilitator might focus attention on ensuring adequate water and sanitation facilities, which would entail both environmental resource and community health protection. Other concerns might relate to waste management, energy usage, hazardous substances, industrial pollution, all of which represent some kind of interaction between society and environment, and all of which have potential environment, health and safety implications.

The learner is capable of:
  • Identifying and explaining methods to limit pollution and environmental hazards in a community context
  • Describing and applying mechanisms to assist community members to deal with household waste
  • Describing and demonstrating facilitation methods suitable for assisting members of a specific community to identify and prioritise community environmental risks
  • Describing and demonstrating a process of developing an appropriate community response to a selected environmental risk 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Communication, literacy and numeracy skills at NQF level 3 or equivalent. 

    UNIT STANDARD RANGE 
    At this level, and for the purposes of community-based facilitation of social participation, a basic knowledge only is required, in relation to the local context. However, sufficient detail is required to enable community members to identify the components of a society and environment interaction and to understand the linkages and dynamics to a level that supports effective action towards resolving the issue.

    The range should be restricted to local community environmental issues, but should include impacts on health, both individual and public health. Participatory methods such as participatory rural appraisal or equivalents should be used. When society and environment interactions are dealt with these should ideally be actual local examples. Project actions can include direct physical action (e.g. cleanups), advocacy, public information campaigns, lobbying or a combination of these.

    The need for reporting environmental hazards is explained and appropriate institutions are identified to deal with specific cases. 

    ASSESSMENT CRITERION 4 
    Correct safety equipment is identified to deal with health and environmental risks in a local community context. 

    ASSESSMENT CRITERION 5 
    Ways of dealing with environmental hazards in a community context are identified and explained using appropriate methods. 

    SPECIFIC OUTCOME 2 
    Describe and apply mechanisms to assist community members to deal with household waste.

    Disposable, re-usable and recyclable household products are identified and options for dealing with them are explained with examples.

    A simple domestic waste minimisation and management system in a local community context is described with examples.

    Appropriate facilitation methods to assist members of a specific community are identified and applied to deal with problems associated with household waste or related issue.

    Apply facilitation methods in dealing with environmental risks in a specific community.

    ASSESSMENT CRITERION 1 
    Members of a specific community are assisted to identify environmental risks and safety concerns by using appropriate facilitation methods. 

    ASSESSMENT CRITERION 2 
    Members of a specific community are assisted to identify the major contributors, and the nature and extent of the contribution to the environmental risk using appropriate facilitation methods. 

    ASSESSMENT CRITERION 3 
    Members of a specific community are assisted to analyse environmental risks and safety concerns in terms of their effect and impact on the community and other stakeholders and role-players using appropriate facilitation methods. 

    SPECIFIC OUTCOME 4 
    Describe and demonstrate a process of developing an appropriate community response to a selected environmental risk.

    ASSESSMENT CRITERION 1 
    A process for assisting community members to identify achievable actions to address an environmental risk in the local community is described and applied to deal with the problem. 

    ASSESSMENT CRITERION 2 
    An action plan is identified and developed which outlines role-players, responsibilities and realistic timeframes. 

    ASSESSMENT CRITERION 3 
    An Information session is planned to deal with questions from the community. 

    ASSESSMENT CRITERION 4 
    A monitoring or feedback system is developed and maintained to monitor the progress of the action plan. 

    ASSESSMENT CRITERION 5 
    A process of reporting to relevant stakeholders and role-players is described with timeframes. 

    ASSESSMENT CRITERION 6 
    Reflection of the actions taken and learning experiences of the process are identified and discussed for future improvement.

    Assessment of this Unit Standard should be contextual and practical as far as possible.
  • Assessors must be registered as assessors with the relevant ETQA.
  • Assessors, accredited by the relevant ETQA, must have a qualification relating to Society and Environment Interactions or an equivalent qualification at NQF level 5.
  • Moderators must be registered as assessors with the appropriate ETQA, or with an ETQA that has a Memorandum of Understanding with the appropriate ETQA.
  • Moderation should include both internal and external moderation where applicable.
  • Training providers must be accredited by the relevant ETQA.
