PURPOSE OF THE UNIT STANDARD 
This Unit Standard is for people who aim to develop qualifications for use within an outcomes-based education and training system.

People credited with this Unit Standard are able to:
  • Plan and prepare for qualification design;
  • Develop a sector qualification matrix;
  • Develop a qualification;
  • Complete and review qualifications; and
  • Facilitate the validation of qualifications with stakeholders 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The ability to source, gather, analyse and synthesise information using a variety of data collection and organising techniques.

    A working knowledge of the concepts, principles, terminology and structures of an outcomes-based system. 

    UNIT STANDARD RANGE 
    1. Qualifications, together with standards, are seen as the central pillar of an outcomes-based system and serve the following main purposes:
  • Define the expectations of learners/practitioners as identified by stakeholders, including but not limited to employers, learning providers, trade unions, learners and civil society;
  • List the assessment requirements;
  • Describe achievements of holders of the qualifications.

    2. The term "qualification" refers to a document that defines a planned combination of outcomes of learning that has a defined purpose or purposes and that recognises competence and/or ability. This includes qualifications based on unit standards and qualifications not based on unit standards - for the purpose of this unit standard, candidates may choose to develop qualifications of either form.

    3. The candidate who wishes to achieve this unit standard is expected to demonstrate the ability to develop qualifications within the context of group processes.

    ASSESSMENT CRITERION 1 
    The scope of and need for the qualification design project is confirmed with relevant stakeholders. 

    ASSESSMENT CRITERION 2 
    Sources of information identified are relevant to the task at hand and sufficient to meet information requirements. 
    ASSESSMENT CRITERION RANGE 
    Any of the following sources as may be applicable in the situation: results of an analysis of outcomes, subject matter experts, management, customers, work instructions, standing operating procedures, training manuals, key shareholders, legislation, reports.
     

    ASSESSMENT CRITERION 3 
    People with an established interest in the qualifications are identified and the nature of their possible contribution is confirmed in accordance with established policies and procedures. Sufficient notification is provided to ensure participants are aware of times, venues and purpose of any activities related to the qualifications design process. 

    ASSESSMENT CRITERION 4 
    All resources needed for an effective process are ensured to be ready and available in time. 
    ASSESSMENT CRITERION RANGE 
    Resources include venue, source documentation and recording resources.
     

    ASSESSMENT CRITERION 5 
    Insights gained from similar projects are incorporated into the planning and preparation. 

    ASSESSMENT CRITERION 6 
    The plan provides details of achievable target dates, areas of responsibility and mechanisms for consultation, validation and reporting.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The combination of learning outcomes is consistent with and fulfils the purpose/s of each qualification. The qualifications support the strategic objectives of the sector and the need for formal recognition of individuals. 

    ASSESSMENT CRITERION 2 
    The qualification allows sufficient flexibility and choice to meet a variety of needs of individuals. Compulsory and elective areas are justified by the established rationale and needs. 

    ASSESSMENT CRITERION 3 
    The qualification provides clear descriptions of options and requirements for award. In particular, the compulsory, elective and specialisation areas are defined using clearly stated rules of combination. 

    ASSESSMENT CRITERION 4 
    Qualifications are developed in accordance with sectoral and/or national process criteria, with particular regard for adequate consultation. There is clear supporting evidence that the qualifications address stakeholder requirements. 

    ASSESSMENT CRITERION 5 
    Group facilitation processes maximise participation, and afford groups the opportunity to provide input and contribute to the validity and coherence of the outcomes. 

    ASSESSMENT CRITERION 6 
    Qualifications broadly support the objectives and principles of the NQF.

    ASSESSMENT CRITERION 4 
    Qualifications are checked to ensure they contribute to the transformative and developmental aims of relevant legislation.

    Legislation includes the SAQA Act, the Skills Development Act and Education and Training legislation.

    Develop a sector qualification matrix.

    The matrix accurately reflects the analysis of the sector's needs, and guides the development of qualifications for the sector. 

    ASSESSMENT CRITERION 2 
    The matrix presents the range of possible qualifications required in various areas of the sector. 

    ASSESSMENT CRITERION 3 
    The matrix identifies clusters of outcomes that define the broad purposes of each qualification. The matrix reveals anticipated or required relationships between qualifications. 

    ASSESSMENT CRITERION 4 
    The matrix is continually updated so as to reflect changes that emerge through the design and implementation process. 

    SPECIFIC OUTCOME 5 
    Facilitate the validation of qualifications with stakeholders.

    ASSESSMENT CRITERION 1 
    Qualifications are provided to relevant stakeholders for validation according to planned consultation mechanisms. 

    ASSESSMENT CRITERION 2 
    Stakeholders are given sufficient opportunity and guidance to enable thorough critical appraisal and validation. 

    ASSESSMENT CRITERION 3 
    Feedback is considered methodically and resulting actions are justified by stakeholder requirements and the need for clarity of communication. 

    ASSESSMENT CRITERION 4 
    Evidence of consultation and validation is documented according to planned reporting mechanisms. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a candidate against this unit standard must be registered as an assessor with the relevant ETQA.

    2. Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.

    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines and the agreed ETQA procedures.
