PURPOSE OF THE UNIT STANDARD 
The purpose of this Unit Standard is to equip learners with knowledge and skills to co-ordinate and participate in a multi-disciplinary, inter-sectoral environment. The qualifying learner will be able to identify relevant stakeholders and establish and maintain strategic partnerships in order to provide integrated and quality Victim Empowerment services to clients.

Learners include Government officials, service providers in Non-Governmental Organisations, Community Based Organisations, Faith Based Organisations and the corporate sector.

Learners accredited with this Unit Standard will be capable of:
  • Understanding inter-sectoral and multi-disciplinary co-operation.
  • Conducting community resource planning.
  • Establishing and maintaining strategic networks for service delivery.
  • Referring clients.
  • Identifying relevant resources and explaining referral processes in the Victim Empowerment sector.

    Skills required to establish and maintain inter-sectoral/multi-disciplinary co-operation are described according to best practice in the Victim Empowerment sector. 

    ASSESSMENT CRITERION 4 
    Relevant role-players in the provision of multi-disciplinary Victim Empowerment service at national, provincial and local levels are identified with examples. 

    ASSESSMENT CRITERION 5 
    Responsibilities of the relevant role-players in service delivery are specified with examples. 

    SPECIFIC OUTCOME 2 
    Conduct a community profile and community safety audit of a specific South African community.

    The concepts of 'community profiling' and 'safety audits' are defined according to relevant national and international sources.

    The purpose of community profiling and safety audits are explained with examples.

    The information from community profiles and safety audits is analysed and used for planning Victim Empowerment interventions according to organisational procedures.

    Resources and services for Victim Empowerment are identified based on a specific case study.

    Gaps in current service delivery are identified based on the specific case study.

    The value and process of collaboration and partnership development around addressing the issues identified through the community profile and community safety audit is discussed with examples.

    A memorandum of understanding or service level agreement to formalise strategic partnerships is compiled based on case studies.

    Indicators and mechanisms to monitor the effectiveness and quality of service delivery are identified with examples.

    The complaint mechanisms for poor service delivery and violation of victims' rights are identified and procedures are described to affect these mechanisms.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Moderation:
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.
