PURPOSE OF THE UNIT STANDARD 
This unit standard will enable learners to improve professionalism and enhance the quality of service delivery. A learner acquiring this unit standard will be able to contribute to counter-xenophobia and non-racism.

A person credited with this unit standard is able to:
  • Analyse key concepts, principles and rationale relating to foreign victims of xenophobia and racism in South Africa.
  • Evaluate the implications for the department in contributing to the prevention of xenophobia and racism.
  • Evaluate the implications of social and restorative justice principles in contributing to the prevention of xenophobia and racism in accordance with the Batho Pele principles.
  • Analyse the impact of integrated service provision to foreign victims of xenophobia and racism in South Africa.

    The achievement of this unit standard will contribute to the full development of any learner within any service driven environment. The skills, knowledge and understanding demonstrated within this unit standard are essential for social, economic and cultural transformation and upliftment within the safety in society environment.

    Analyse key concepts, principles and rationale relating to foreign victims of xenophobia and racism in South Africa. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Categories of victims and victimisation are identified with examples. 
    ASSESSMENT CRITERION RANGE 
    Victims include, but is not limited to: victims of crime, violence and human rights abuses, war and political violence e.g. victims of torture, refugees, political prisoners, ex-combatants, victims of motor vehicle accidents, natural and man-made disasters, etc.
     

    ASSESSMENT CRITERION 2 
    Core concepts defining xenophobia and racism are assessed in accordance with Integrated Policy. 
    ASSESSMENT CRITERION RANGE 
    Core concepts include, but are not limited to: restorative justice, victims, vulnerability, cycles of violence, marginalised groups, multi-disciplinary co-operation, crime prevention etc.
     

    ASSESSMENT CRITERION 3 
    The rationale for and development of empowerment activities for victims of xenophobia and racism is analysed while taking into account the ethos of the Constitution of South Africa and international agreements.

    The importance of strategies to counter xenophobia and racism in an organisation is evaluated to highlight aspects of an integrated approach. 

    ASSESSMENT CRITERION 4 
    The implications and benefits of organisational strategies in countering xenophobia and racism are evaluated to contribute to continuous improvement processes.

    Evaluate the implications of social and restorative justice principles in contributing to the prevention of xenophobia and racism in accordance with the Batho Pele principles.

    Key legislation and policies that guide the implementation of counter xenophobia and non-racism services are analysed in terms of their impact on the organisation within South African environment.

    Victims needs and rights are analysed according to the Constitution of South Africa and international agreements. 
    ASSESSMENT CRITERION RANGE 
  • International agreements include but are not limited to: United Nations Declaration on Human Rights, United Nations Refugee Convention, etc.
  • Victims can include both foreigners and South African citizens.
     

  • ASSESSMENT CRITERION 3 
    The roles and responsibilities of role-players and stakeholders at national, provincial and local level are analysed in accordance with the integrated approach to service provision standards.

    Strengths and weaknesses in current service delivery are analysed with specific reference to organisation operations.

    Strategies for the improvement of the implementation of counter xenophobia and non-racism programmes and initiatives in South Africa are evaluated based on an enhanced understanding of xenophobia and racism. 

    ASSESSMENT CRITERION 6 
    Ways in which education can be used as vehicle to address xenophobia and racism are evaluated to determine how it could contribute to counter activities in the organisation and the public at large. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    The assessment will be governed by the policies and guidelines of the relevant Education and Training Quality Assuror (ETQA) that has jurisdiction over this field of learning.

    The assessor will (at the very least) be accredited and have a relevant qualification and be a subject matter expert in this learning area and at least have 3 years experience in the skills specific area.

    The learner can be assessed against this unit standard to obtain credits or as part of an integrated assessment for a qualification.
