PURPOSE OF THE UNIT STANDARD 
This Unit Standard will enable learners to administer and manage security checks at a South African Immigration Service Centre. They will effectively control the passage of travellers through the Immigration Centre (Ports of Entry, Inspectorate, permitting and foreign missions). The qualifying learner will acquire the competencies to process the application of Immigration permits and monitor and evaluate the processes and procedures to improve service delivery.

Qualifying learners will be able to:
  • Validate and process travel documents at an Immigration Service Centre.
  • Execute and managing the security check at an Immigration Service Centre.
  • Process the application of Immigration Permits.
  • Analyse support services at an Immigration Service Centre.

    Range of security checks includes, but is not limited to: verifying and validating passports and visas, outstanding warrants, outstanding fines, previous deportations, stop lists, prohibited and undesirable persons etc.

    Range of permits include, but is not limited to: Visa, temporary residence permits, permanent residence permits etc.

    Range of support services includes, but is not limited to: medical, emergency, protection, referral, interpreting, information provision etc.

    SPECIFIC OUTCOME 1 
    Validate and process travel documents at an Immigration Service Centre. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The criteria for compliance and non-compliance of travel documentation are explained according to departmental rules and regulations. 

    ASSESSMENT CRITERION 2 
    Identification and travel documents are verified and authenticated in a structured scenario in accordance with the Immigration Act and regulations. 

    ASSESSMENT CRITERION 3 
    The processing sequence and procedures of travel documents of compliant and non-compliant travellers are explained according to the Immigration Act and regulations. 

    ASSESSMENT CRITERION 4 
    The administrative requirements of capturing and updating are explained in accordance with departmental procedures. 
    ASSESSMENT CRITERION RANGE 
    Range of administrative requirements include, but is not limited to: Movement Control System, Visa and entry stop list, Population registry etc.
     

    SPECIFIC OUTCOME 2 
    Execute and manage the security check at an Immigration Service Centre.

    ASSESSMENT CRITERION 1 
    The nature and extent of security checks to be executed at an Immigration Service Centre are analysed as provided for in the departmental rules and regulations. 
    ASSESSMENT CRITERION RANGE 
    Range of security checks includes, but is not limited to: verifying and validating passports and visas, outstanding warrants, outstanding fines, previous deportations, stop lists, prohibited and undesirable persons etc.
     

    ASSESSMENT CRITERION 2 
    Security check at an Immigration Service Centre is executed according to departmental policies and procedures and the principles of Batho Pele. 

    ASSESSMENT CRITERION 3 
    Security checks at an Immigration Service Centre is monitored and evaluated as required by departmental rules and regulations. 

    ASSESSMENT CRITERION 4 
    Evaluated feedback is reported on in order to inform decision making. 

    SPECIFIC OUTCOME 3 
    Process the application of Immigration Permits.

    ASSESSMENT CRITERION 1 
    Types, purpose and function of Immigration Permits is explained according to the provisions of the Immigration Act and regulations. 
    ASSESSMENT CRITERION RANGE 
    Range of permits include, but is not limited to: Visa, temporary residence permits, permanent residence permits etc.
     

    ASSESSMENT CRITERION 2 
    Information provided on a prescribed application is verified in a structured scenario. 

    ASSESSMENT CRITERION 3 
    The methods of processing an application and providing feedback to an applicant are analysed in terms of the Immigration standard operating procedures. 

    ASSESSMENT CRITERION 4 
    The processing of Immigration permits is monitored and evaluated in in order to inform decision making. 

    SPECIFIC OUTCOME 4 
    Analyse support services at an Immigration Service Centre. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Types of support services required by individuals and groups at an Immigration Service Centre is evaluated in order to determine feasibility of services provided by the Department of Home Affairs. 
    ASSESSMENT CRITERION RANGE 
    Range of support services includes, but is not limited to: medical, emergency, protection, referral, interpreting, information provision etc.
     

    ASSESSMENT CRITERION 2 
    A database of providers of support services is compiled in order to be approved and circulated according to departmental procedures. 

    ASSESSMENT CRITERION 3 
    A referral system is devised and established for the provision of support services according to departmental processes and procedures. 

    ASSESSMENT CRITERION 4 
    The provision of support services is monitored and evaluated and feedback is provided according to departmental procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.

  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a Qualification in Immigration Affairs or a related sub-field of Safety in Society at a minimum of NQF level 6.
