PURPOSE OF THE UNIT STANDARD 
This unit standard is aimed at people who already work in the micro finance sector and who need to function at an operational management level.

It provides the learner with the tools and techniques to analyse loan portfolios and address potential and actual problems.

The qualifying learner is capable of taking responsibility for either a specific segment of the loan portfolio or the whole loan portfolio of the micro finance institution.

Once a person has completed this unit standard, he/she will be able to:
  • Determine the steps of portfolio management
  • Analyse the loan portfolio
  • Determine and implement the appropriate responses to the "portfolios at risk". 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    CORE LEVEL 3 Unit Standard: `Collect and manage loans`. 

    UNIT STANDARD RANGE 
  • All categories of micro-enterprise credit up to R50 000 will be included.
  • The unit standard applies in both rural and urban contexts in South Africa.
  • Knowledge of best practice portfolio at risk ratios.

    Determine the steps of portfolio management. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. The importance of measuring the micro finance institution's portfolio performance is explained in terms of industrial and company practices and requirements. 

    ASSESSMENT CRITERION 2 
    2. The typical steps of portfolio management are listed and described in line with best practice. 

    ASSESSMENT CRITERION 3 
    3. The responsibilities for different aspects of portfolio management are identified and explained in line with company, industry and best practice. 

    SPECIFIC OUTCOME 2 
    Analyse the loan portfolio. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. The results of the financial analysis across the loan portfolio are compared on the basis of set criteria. 

    ASSESSMENT CRITERION 2 
    2. A loan portfolio analysis is performed using applicable ratios. 

    ASSESSMENT CRITERION 3 
    3. An "age analysis" of a loan portfolio is performed using best practice. 

    ASSESSMENT CRITERION 4 
    4. Information is interpreted to ensure that portfolio analysis results are valid and reliable. 

    SPECIFIC OUTCOME 3 
    Determine and implement the appropriate response to the "portfolios at risk".

    ASSESSMENT CRITERION 1 
    1. "Loans at risk" are identified and rated according to "age analysis". 

    ASSESSMENT CRITERION 2 
    2. Actions to remedy the problem loans are identified based on industry, company and regulatory requirements. 

    ASSESSMENT CRITERION 3 
    3. The progress of the remedial actions is monitored and regular reports are compiled. 

    ASSESSMENT CRITERION 4 
    4. The loan portfolio is managed and maintained to ensure the lowest acceptable "loan at risk" rate. 

    ASSESSMENT CRITERION 5 
    5. The ability to maintain measurable results in increasing loan repayments is demonstrated in written documentation. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. An individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA.
    2. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
    3. Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA.
    4. Moderation of assessment will be conducted by the relevant ETQA at its discretion.
