PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard is able to ensure that Temporary Suspended Platforms are used safely and efficiently on a construction site. It will also enable them to conduct the necessary inspections to ensure that safety is maintained for the duration of the "Temporary Suspended Platforms" usage.

The qualifying learner is capable of:
  • Demonstrating knowledge and understanding of different types of Temporary Suspended Platforms.
  • Controlling installation and testing of Temporary Suspended Platforms in the workplace.
  • Monitoring and controlling safe working practices of Temporary Suspended Platform operators.
  • Maintaining safe use of the Temporary Suspended Platforms in the workplace.
  • Identifying hazards and risks to Temporary Suspended Platform users and implement measures to prevent injuries.
  • Controlling the repositioning of the Temporary Suspended Platforms.

    Demonstrate knowledge and understanding of different types of Temporary Suspended Platforms. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Different types of Temporary Suspended Platforms and their application are described in line with standards contained in the South African National Standard 51808. 

    ASSESSMENT CRITERION 2 
    Rated loads and positioning of rated loads on platforms are calculated and defined in terms of the South African National Standard 51808. 

    ASSESSMENT CRITERION 3 
    Stability calculations of suspension rigs are confirmed following criteria contained in the South African National Standard 51808. 

    ASSESSMENT CRITERION 4 
    Working load limits of hoists are identified in accordance with manufacturer's specifications. 

    ASSESSMENT CRITERION 5 
    Dimensions and structural requirements of suspended platforms are confirmed in accordance with supplier's certificate of system design and verified against standards contained in the South African National Standard 51808. 
    ASSESSMENT CRITERION RANGE 
    SANS51808 may include Clause 6.1 to 6.4: 6.1: general; 6.2: safety margins; 6.3: design loads and forces; 6.4: platform structural calculation.
     

    SPECIFIC OUTCOME 2 
    Control installation and testing of Temporary Suspended Platforms in the workplace. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The installation of the Temporary Suspended Platform in the workplace is done in a safe and compliant manner according to the supplier's certificate of system design. 

    ASSESSMENT CRITERION 2 
    Operational capacity of the Temporary Suspended Platform is monitored in accordance with client's requirements. 

    ASSESSMENT CRITERION 3 
    Limitations of the Temporary Suspended Platform are monitored and controlled in line with the supplier's operational compliance plan. 

    ASSESSMENT CRITERION 4 
    Safe use of installed Temporary Suspended Platforms is confirmed by load testing in accordance with supplier's test routines. 

    SPECIFIC OUTCOME 3 
    Monitor and control safe working practices of Temporary Suspended Platform operators. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The operators' Certification is checked against the Occupational Health and Safety Act's Construction Regulations. 
    ASSESSMENT CRITERION RANGE 
    Certification will include: a certificate of training and a medical certificate.
     

    ASSESSMENT CRITERION 2 
    Rescue procedures in the event of an emergency or malfunction of the Temporary Suspended Platform are assessed in accordance with requirements of the construction regulations. 

    ASSESSMENT CRITERION 3 
    Competency of the trained operator is confirmed in accordance with the South African National Standard 10295 part II. 
    ASSESSMENT CRITERION RANGE 
    SANS 10295 part II may include Clause 4: Operation Personnel: 4.3.1: Training; 4.3.2: operator training; 4.3.3: after training; 4.3.4: user supervisor training; 4,3.5: supplier supervisor training.
     

    ASSESSMENT CRITERION 4 
    The correct use of fall protection devices is monitored in line with the supplier's stipulations. 

    ASSESSMENT CRITERION 5 
    The correct use of the controls and safety devices of the Temporary Suspended Platform is checked against supplier's documentation.

    Maintain safe use of the Temporary Suspended Platforms in the workplace.

    ASSESSMENT CRITERION 1 
    Daily safety inspections are carried out and recorded as per construction regulation requirements. 

    ASSESSMENT CRITERION 2 
    Site specific safety induction training of operators is verified according to contractors safety file. 

    ASSESSMENT CRITERION 3 
    Safe and fit-for-use status of Temporary Suspended Platform is verified by daily routine inspection and test results are recorded in the log book in line with statutory requirements. 

    ASSESSMENT CRITERION 4 
    All reported problems and malfunctions with the Temporary Suspended Platform are attended to as per statutory requirements. 

    SPECIFIC OUTCOME 5 
    Identify hazards and risks to Temporary Suspended Platform users and implement measures to prevent injuries.

    Risk assessment form is completed on the prescribed documentation.

    Fall protection plan is prepared and implemented in line with principal contractor's health and safety plan.

    Temporary Suspended Platform operating problems and malfunctions are identified and reported in terms of statutory requirements. 

    ASSESSMENT CRITERION 4 
    Site specific hazards relating to the Temporary Suspended Platform are reported to the principal contractor according to the construction regulations. 

    ASSESSMENT CRITERION 5 
    Hazards relating to inclement weather are explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Inclement weather will include but is not limited to; rain, hail, electrical storm and strong wind.

    Types of inclement weather are identified and responses are explained with examples.

    Responses to inclement weather will include but is not limited to; stop activity on Temporary Suspended Platform: Ground Temporary Suspended Platform, Disconnect electrical power, Temporary Suspended Platform to be secured in parked position, tools and equipment to be packed away.

    Control the repositioning of the Temporary Suspended Platform.

    Repositioning action plans are compiled and activities prioritised in accordance with contractor's requirements. 

    ASSESSMENT CRITERION 2 
    Decommissioning of Temporary Suspended Platforms in its existing position is undertaken in line with supplier's instructions. 

    ASSESSMENT CRITERION 3 
    New position of Temporary Suspended Platform is established and checked for conformity with operational compliance plan. 

    ASSESSMENT CRITERION 4 
    All hazards relating to the relocation work is identified and safety measures taken in line with the contractor's health and safety plan. 

    ASSESSMENT CRITERION 5 
    The relocated Temporary Suspended Platform is inspected, the results recorded and its safe operation confirmed in accordance with supplier's requirements.
