PURPOSE OF THE UNIT STANDARD 
This unit standard is designed for learners working within a Local Government structure and have been elected as municipal councillors. The completion of the standard will enable learners to identify and apply key advocacy and lobbying skills to maximise inter-governmental relations.

The qualifying learner is capable of:
  • Explaining the key concepts of advocacy and representing Local Government interests in inter-governmental processes and structures.
  • Explaining the basic approaches to advocacy.
  • Explaining the elements of effective influencing policy and legislative processes affecting Local Government.
  • Explaining the main intergovernmental and policy processes at national and provincial level affecting Local Government.
  • Utilising lobbying techniques and skills to support councillor functions and roles.

    For organised Local Government to effectively represent municipalities, a decision making system must be developed to allow for thorough consultation and for building consensus (broad agreement). Organised Local Government must be supported by the necessary skills in areas such as policy analysis, policy development, advocacy, lobbying, negotiation, mediation and conflict resolution.

    Basic approaches of lobbying and advocacy are integrated into own councillor function.

    The methods for measuring the effectiveness of lobbying is are identified and integrated into own lobbying context.

    Typical codes of conducts in respect of lobbying in a Local Government context are identified and applied to own lobbying context.

    Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
