PURPOSE OF THE UNIT STANDARD
This unit standard will enable learners to collect, evaluate, analyse and communicate data for transport planning in the transport planning field. This unit standard will benefit learners within the transport planning sector and contributes to professionalism within transport planning processes and systems.

A person credited with this unit standard is able to:
  • Integrate data collection methods to develop a data collection strategy that supports the transport planning process.
  • Design and apply data collection and data analysis methods within a specific context.
  • Present and communicate data and analysis results.

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING
  • "Manage the process of data collection for transport planning", NQF Level 5.
  • "Evaluate, analyse, interpret and communicate information for transport planning", NQF Level 5.
  • "Describe the components and the inter-relationship between the various stages of the transport planning process in a South African context", NQF Level 5.

    Specific Outcomes and Assessment Criteria:

    SPECIFIC OUTCOME 1
Integrate data collection methods to develop a data collection strategy that supports the transport planning process.

    ASSESSMENT CRITERIA

    ASSESSMENT CRITERION 1
The need for different types of data are identified in terms of its impact on a specific transport planning context.

    ASSESSMENT CRITERION 2
The means to collect data are identified and assessed reflecting consideration for resource constraints.

    ASSESSMENT CRITERION 3
A strategy for data collection is developed in relation reflecting the linkage between the planning process and data collection methods.

    ASSESSMENT CRITERION 4
A strategy for data collection is developed in relation reflecting the linkage between different types of data.
    ASSESSMENT CRITERION RANGE
Types of data includes but no limited to land use, environmental, transport.

    ASSESSMENT CRITERION 5
The logical sequence and key logistical requirements are determined to operationalise data collection strategy.

    SPECIFIC OUTCOME 2
Design and apply data collection and data analysis methods within a specific context.

    ASSESSMENT CRITERIA

    ASSESSMENT CRITERION 1
The need for data archiving and management is reviewed in relation to changing transport data formats and software requirements.

    ASSESSMENT CRITERION 2
An elementary database is designed to allow for the logical storage and management within a specific context.

    ASSESSMENT CRITERION 3
A basic questionnaire and a count are designed and applied in relation to specific information needs.

    ASSESSMENT CRITERION 4
Data coding and capturing systems are developed in order to enter data into a database.

    ASSESSMENT CRITERION 5
The quality and validity of data are evaluated and assessed to determine their reliability.

    ASSESSMENT CRITERION 6
The data analysis technique for a specific enquiry is selected to address the enquiry raised in the transport planning process.

    ASSESSMENT CRITERION 7
Data are analysed to address specific questions raised in the transport planning process.

    SPECIFIC OUTCOME 3
Present and communicate data and analysis results.

    ASSESSMENT CRITERIA

    ASSESSMENT CRITERION 1
Selection and application of methods are demonstrated for presenting and communicating transport data to decision makers and interested parties.
    ASSESSMENT CRITERION RANGE
Graphs, charts, Spatial (maps), Tables, Networks, Presentations, Web pages.

    ASSESSMENT CRITERION 2
Transport data and analysis results are used to motivate alternative solutions to problems within a defined context.

    ASSESSMENT CRITERION 3
Basic methods and concepts used in systematic evaluation are applied to assess alternative solutions to transport problems.
    ASSESSMENT CRITERION RANGE
Engineering estimates (cost & performance), Collate & compare (e.g. prioritisation), Economic evaluation, Recommendations and motivation of preferred option.

    ASSESSMENT CRITERION 4
Feedback of information is received from stakeholders and integrated into the planning approach.
