This unit standard will enable learners to evaluate and programme transport projects in the transport planning field. This unit standard will benefit learners within the transport planning sector and contributes to professionalism within transport planning processes and systems.

  • Conduct an assessment of transport projects to determine its impacts on the immediate and larger environment.
  • Evaluate and compare alternative uncomplicated projects.
  • Programme component projects.

    SPECIFIC OUTCOME 1 
    Conduct an assessment of transport projects to determine its impacts on the immediate and larger environment. 
    OUTCOME RANGE 
    Immediate and larger environment includes but are not limited to transport system operation, travel demand patterns, users, the economy, society, and built and natural environments.

    The impacts of specific transport projects are identified in order to inform the selection of measurement indicators. 

    ASSESSMENT CRITERION 2 
    Measurement indicators are selected in order to measure the impacts of specific transport projects. 

    ASSESSMENT CRITERION 3 
    Measurement indicators are applied within a defined context in order to measure the impacts of specific transport projects.

    The impact and constraints of local regulations and by-laws are discussed to reflect its impact on transport project implementation.

    The objectives and main techniques of monetising costs and benefits are analysed to reflect its uses in conventional economic analysis. 
    ASSESSMENT CRITERION RANGE 
  • Costs and benefits would include but are not limited to time, loss of life, accidents.
  • Main techniques would include but are not limited to willingness-to-pay, shadow pricing.
     

  • ASSESSMENT CRITERION 2 
    Discounting techniques are applied in order to consider the time value of money. 

    ASSESSMENT CRITERION 3 
    The results of economic analysis are compared using decision criteria in an uncomplicated context. 
    ASSESSMENT CRITERION RANGE 
    Decision criteria would include but are not limited to net present value, benefit cost ration (BC ratio), internal rate of return and first year rate of return.
     

    ASSESSMENT CRITERION 4 
    The assumptions and short-comings of conventional economic analysis are analysed to reflect their impact on recommendations and decision making processes.
