PURPOSE OF THE UNIT STANDARD 
This qualification will enable the learner to function as a clinically focused, service orientated, independent registered professional nurse, who is able to render comprehensive care across all spheres of health, as determined by the appropriate legislative framework. The qualifying learner will apply evidence-based research to enhance nursing practice.

This unit standard will recognise the essential knowledge and skills required to formulate and review appropriate population based health promotion strategies for a group or community.

People credited with this unit standard are able to:
  • Develop a health promotion and/or illness prevention strategy for a group or community.
  • Implement and evaluate a health promotion strategic plan for a group and/or community.
  • Work in collaboration with communities in campaigning for identified health needs.

    The strategic plan reflects a thorough understanding of health promotion and/or illness prevention theory as articulated in national policy and literature in the field. It is consistent with relevant national and social policies. 

    ASSESSMENT CRITERION 3 
    The strategic plan views the health care user holistically, and takes into account the multiple determinants of health. 

    ASSESSMENT CRITERION 4 
    The plan includes existing health promotions activities, and makes provision for the empowerment of individuals, groups, and communities to adopt healthy lifestyles and self-care.

    Implementation of the plan is consistent with its purpose and provisions, in line with national policies and current discourse in health promotion. 

    ASSESSMENT CRITERION 2 
    Implementation of the strategic plan targets areas which represent the greatest threat to health, wellness and healthy living, in line with needs analysis and planning. 

    ASSESSMENT CRITERION 3 
    Stakeholders understanding and buy-in is assessed to determine the effectiveness of the consultation and information sharing processes. Reasons for incomplete understanding are established and noted for future health promotion planning. 

    ASSESSMENT CRITERION 4 
    Implementation is monitored at scheduled intervals against established criteria. Departures from planned or expected short term outcomes are noted and corrective actions or interventions are appropriate to the circumstances and project objectives. 

    ASSESSMENT CRITERION 5 
    Information is systematically gathered and stored over time to meet the evaluation requirements of longer terms objectives. Scheduled reviews determine the trends for the health promotion strategy, and adjustments are consistent with the data collected and the emerging trends.

    Community projects established promote the community's critical appraisal of their health status and determinants of that status.

    Interaction and consultation with the community representatives facilitates the identification of, and agreement on, health goals that are priorities for the community.

    Information on the health needs of the community, established through observation and consultation, are communicated to relevant authorities and/or stakeholders able to effect change. Communication is in the required format, and by means of specified channels. 

    ASSESSMENT CRITERION 4 
    Actions to mobilize community and other support for health initiatives are consistent with strategic planning, and appropriate to the particular context and need. Actions are directed towards individuals and/or groups identified as key in the planning stage. 

    ASSESSMENT CRITERION 5 
    Campaigns directed at meeting identified health needs are ensured to be cost effective, broad and far reaching in terms of impact, relevant to the community, and mindful of the safety of those involved.

    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.

    The following particular issues should be taken into consideration when assessing against this unit standard:
  • The SANC guidelines are used as a reference for integrated assessment.
  • Formative Assessment: A variety of assessment strategies and/or approaches integrating theory and practice must be used. These could be tests, assignments, projects, demonstrations or clinical assessments or any other applicable method.
  • Summative: This could take a form of oral, written and/or practical assessments as agreed to with the relevant ETQA.
