PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful for people working in local authorities and charged with noise control, as appointed Noise Control Officers. They facilitate the generation of policy, develop procedures, apply the by-laws, ensure that issues between complainants and offenders are resolved, and initiate further action where this becomes necessary, including notices and legal proceedings.

More specifically this standard recognizes skill and knowledge to include vibration as a noise generator, and vibration control in planning provision.

People credited with this unit standard are able to:
  • Demonstrate understanding of vibration and noise.
  • Assess vibration and interpret results.
  • Recommend measures to limit vibration-related noise.

    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard:

    Demonstrate understanding of vibration and noise. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Sources of vibration in industrial settings are identified and discussed in terms of the propagation and transmission of noise to other industries and buildings. 

    ASSESSMENT CRITERION 2 
    The relationship between noise and vibration is discussed with reference to mechanical energy, physical impact and transmission of sound by vibration of molecules in the medium. 

    ASSESSMENT CRITERION 3 
    Different types of vibration in industrial settings are identified and discussed in terms of the impact on individuals operating machinery, those in close proximity, and those who experience vibration as noise. 
    ASSESSMENT CRITERION RANGE 
    Types of vibration include:
  • Direct vibration (jack hammer); machinery (unaligned bearings); structure born vibration; environmental (source affects others).
     

  • ASSESSMENT CRITERION 4 
    Sources of vibration are investigated for cause, and possibilities for reducing and/or dampening the vibration. The investigation confirms causes to be either design faults or oversights, or maintenance and repair issues. 
    ASSESSMENT CRITERION RANGE 
    Design faults include:
  • Space, location, base/mountings, building acoustics, foundation depth.
     

  • ASSESSMENT CRITERION 5 
    The impact of vibration on health and structures is discussed with reference to physical and psychological effects.

  • Fatigue (settling of red blood cells, lower oxygen).

    Structural effects include:
  • Structural damage; translation of vibration into noise.

    Different methods for measuring and assessing vibration are identified and described with reference to required instruments, methods, and interpretation.

    ASSESSMENT CRITERION 1 
    The accelerometer is described and explained in terms of its component parts, and their function and purpose, in accordance with manufacturer's specifications. 

    ASSESSMENT CRITERION 2 
    SANS guidelines for the operation of the instrument are identified and explained with reference to the guidance they provide and the consequences for measurement accuracy. 

    ASSESSMENT CRITERION 3 
    The accelerometer is used in accordance with its design and purpose, and in compliance with procedures guiding placement of sensors, taking readings, and general operation. 

    ASSESSMENT CRITERION 4 
    Interpretation of results accurately determines which vibration sources are tolerable, acceptable or harmful and damaging, in accordance with established levels in SANS codes. Relevant calculations are used to verify readings where required. 

    ASSESSMENT CRITERION 5 
    Use and care of the equipment complies with standard operating procedures and manufacturer's specifications.

    Different options for vibration control are identified and explained in terms of their characteristics, typical application and cost effectiveness. 
    ASSESSMENT CRITERION RANGE 
    Options include:
  • Dampening; use of oscillating springs; whole structures mounted on anti-vibration foundations; specialised rubber pads; type of material as a base; link to/separation from foundations.
     

  • ASSESSMENT CRITERION 2 
    Input into building planning identifies potential sources of vibration. Advice and/or recommendations are appropriate to the particular context, and consistent with best practice in limiting vibration. 

    ASSESSMENT CRITERION 3 
    Input into Environmental Impact Analyses is relevant and appropriate to the potential for vibration and resulting noise, and consistent with best practice in the field. 

    ASSESSMENT CRITERION 4 
    Particular geological conditions susceptible to vibration are identified, and noted for reference in zoning and planning for buildings and infrastructure. Decisions are informed by awareness of prevailing conditions.

    Sources of vibration in current structures are identified, and recommendations are consistent with best practice in vibration control.

    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, then focus assessment around each Specific Outcome, or groups of Specific Outcomes.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the Assessment Criteria.
  • The Assessment Criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be Assessment Criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
