PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for individuals responsible for the development and management of staffing plans. Individuals credited with this unit standard will be able to identify and plan staff requirements in accordance with the operational needs for pre-determined weekly, monthly and annual operational cycles.

After completion of this unit standard the learner will be able to:
  • Determine operational staff requirements.
  • Develop a staffing plan.
  • Implement and maintain the staffing schedule.

    SPECIFIC OUTCOME 1 
    Determine operational staff requirements. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Categories of existing staff are identified as per legislation and organisational requirements. 
    ASSESSMENT CRITERION RANGE 
    Staff include but is not limited to flexi staff, casual, permanent, part-timers, contractors, outsourced staff.
     

    ASSESSMENT CRITERION 2 
    Normal operational staff needs incorporating variables such as annual and other leave cycles are identified according to operational requirements. 

    ASSESSMENT CRITERION 3 
    Busy operational periods where staff requirements are increased are determined within the context of identified patterns and cycles and promotional activity. 
    ASSESSMENT CRITERION RANGE 
    Patterns and cycles and promotional activity include but is not limited to shopping patterns, weekends, month ends, financial year-ends, stock taking, public holidays, festivals, special days (e.g. Mother's, Father's Valentines days), promotions and sales.
     

    ASSESSMENT CRITERION 4 
    Areas of potential staff shortages are analyzed and determined according to vocational categories through the analysis of all relevant information and variables identified.

    Develop a staffing plan.

    A staffing plan is developed that ensures the effective functioning of all operational areas in an organisation. 

    ASSESSMENT CRITERION 2 
    Staffing expenditure is maintained in line with organisational budgets. 

    ASSESSMENT CRITERION 3 
    The requirements of a staffing plan are explained in terms of current legislation. 

    ASSESSMENT CRITERION 4 
    A record of available permanent, or casual or flex time staff is set-up and maintained in order to address staff requirements on short notice.

    Implement and maintain the staffing schedule.

    The staffing schedule is implemented to meet operational and legal requirements.

    The staffing schedule is communicated to staff and managed to ensure that organisational needs are met and operational processes are maintained.

    The staffing schedule is reviewed; updated and maintained to address anomalies resultant from unforeseen circumstances.

  • Anyone assessing an individual against this unit standard must meet the assessor requirements of the relevant ETQA. In particular, such assessors must demonstrate that they assess in terms of the scope and context defined in all the range statements.
