PURPOSE OF THE UNIT STANDARD 
The purpose of the learning is to be able to disseminate information about resources to all relevant stakeholders in a way that facilitates and promotes resource management. Credited learners attain important communication, assertiveness and articulation skills that enable them to influence economic and social change. They are able to communicate the right information and the appropriate amount of information about resources to specific stakeholders to improve their awareness of the value of resources. They can market the sector by initiating communication project ideas, and expand the capacity of the sector to preserve resources by positively impacting on communication between various stakeholders, and building information resources regarding the field and the context of resource management.

Communicating information is a generic competence that can applied in any sector, and learners are able to convey their passion for resource management. Credited learners also improve their ability to learn as they are able to analyse information, and use the results of their analysis to communicate information to others.

Good advocacy raises general awareness regarding resource management, and advocacy can be aimed at addressing individual and systemic public policy issues. Effective communication of information about resources will ensure that stakeholders are informed regarding the value of resources, thereby contributing to preservation. Access to information has been shown to have a positive economic impact throughout the world as audience access, appreciation, communication and interest are improved. Advocacy is essential, and it is relevant for various sectors, especially in the arts and culture, and education, training and development fields.

    Assessors should keep the following principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the learner is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the learner can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.
