PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful for people who are required to ensure that freight, including goods, passengers or livestock, is moved from origin to destination in terms of stakeholder requirements, and in compliance with legislative requirements and international codes and practices.

This unit standard will recognise the essential knowledge and skills required to implement risk mitigation plans. More specifically they will be able to implement existing risk management plans and strategies, and develop and implement plans for contingencies.

People credited with this unit standard are able to:
  • Implement general risk mitigation plans and procedures.
  • Manage risk for a specific incident.
  • Plan and implement third party service agreements.
  • Implement contingency plans in a transport operation.

    ASSESSMENT CRITERION 1 
    Insurance is ensured to be in place and appropriate to the nature of the risk for every transport assignment and legal compliance requirements. 

    ASSESSMENT CRITERION 2 
    Insurance provisions and limitations for specific transport assignments are described in terms of their risk cover and cost to the business. 
    ASSESSMENT CRITERION RANGE 
    Insurance includes provision for:
  • Damage (spoilage); loss (theft, discrepancy, spontaneous combustion); environmental (spills; rehabilitation); accidents; loss of life; public liability.
     

  • ASSESSMENT CRITERION 3 
    Transport operations are carefully monitored for compliance with the terms and conditions of insurance and legal requirements. 

    ASSESSMENT CRITERION 4 
    Particular attention is paid to actions that may invalidate claims. 

    ASSESSMENT CRITERION 5 
    In the event of accident, incident or loss, liability is determined for claim purposes, or referred for legal opinion when beyond of own scope of authority or competence.

    Circumstances surrounding claims are investigated for validity, culpability and liability to protect company interests.

    Claims are managed promptly to minimise inconvenience and/or loss.

    Internal risk management procedures are monitored continuously to ensure that security is not compromised or confidential information made available to unauthorised persons.

    Breaches of risk management procedures are identified and action taken is consistent with the severity of the breach, the provisions of company procedures, and current legislation.

  • Security of information; theft at the depot/port/harbour; theft in transit; malicious damage; failure to report incidents; inadequate planning; inadequate maintenance; failure to carry out plans.

    Compliance with service level agreements is managed to ensure that allocated responsibilities are discharged and customer expectations met in a manner that enhances customer relationships and reduces risk.

    Communication with transport operators at the site, direct or indirect, is conducted in a manner that promotes calm and rational decision-making.

  • Drivers; pilots; ships officers; pump stations; control stations; other company personnel on-site.
     

  • ASSESSMENT CRITERION 4 
    Own contributions or interventions comply with the protocols of agencies officially managing the site, company policies and procedures, and general safety requirements.

    Interventions include:
  • Completing paperwork/documentation; securing legal advice and/or representation; informing key authorities; managing spillages/pollution; provision of information.
     

  • ASSESSMENT CRITERION 5 
    Responses are characterised by decisiveness and a problem-solving orientation.

    Interventions are based on personal and/or corporate experience of successful responses to similar incidents in the past and generally accepted best practice.

    Changes to routes and/or transport mode necessitated by actual or anticipated incidents protect against risk, and provide the most effective alternative in terms of the service level agreements.

    Reallocation of resources in response to incidents or accidents provides the best alternative within organisational constraints, and reduces the potential impact on service level agreements.

    Third party agreements are implemented promptly to maintain continuity of service as stipulated in service level agreements.

    Documentation for every transport operation is complete, accurate and securely stored.

    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.
