PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful for people who are required to ensure that freight, including goods, passengers or livestock, is moved from origin to destination in terms of stakeholder requirements, and in compliance with legislative requirements and international codes and practices.

This unit standard will recognise the essential knowledge and skills required to plan and provide for the management of risk and/or contingencies.

People credited with this unit standard are able to:
  • Identify and classify risk in a transport function.
  • Demonstrate understanding of the management of risk for a specific incident.
  • Plan for contingencies in a transport operation.
  • Demonstrate an understanding of the requirements for an environmentally friendly transport operation.

    ASSESSMENT CRITERION 1 
    Broad categories of risk within a transport operation are identified and described with reference to implications for the operation, as well as the requirements for legal compliance. 
    ASSESSMENT CRITERION RANGE 
    Risk includes:
  • Health, safety, security, environment, commercial risk, customs liabilities, and penalties.
     

  • ASSESSMENT CRITERION 2 
    The importance of insuring against risk is explained with reference to the different insurance possibilities, the cover they provide and the cost to the business. 
    ASSESSMENT CRITERION RANGE 
    Insurance includes:
  • Damage (spoilage); loss (theft, discrepancy, spontaneous combustion); environmental (spills; rehabilitation); accidents; loss of life; public liability.
     

  • ASSESSMENT CRITERION 3 
    Insurance cover is described in terms of its provisions and limitations. 

    ASSESSMENT CRITERION 4 
    The description includes details of specific conditions that may invalidate claims, and compliance requirements which protect the company's interests.

    Different roles within the company with respect to insurance are identified and described in terms of responsibilities for arranging insurance, checking compliance, and facilitating the claims process.

    Own role is differentiated from others in terms of scope and authority.

    The importance of service level agreements are explained with reference to their role in defining expectations, allocating responsibility and accountability, and managing risk.

    The importance of establishing the facts and gathering detailed and accurate information in the event of an incident is explained with reference to company risk management procedures and the provisions of insurance cover, where applicable.

    Own contribution to reducing claims is described with reference to possible corrective actions and/or good practice. 

    ASSESSMENT CRITERION 10 
    Liability for risk is determined for given scenarios.

    The importance of establishing key information with respect to the nature and seriousness of the incident is explained with reference to corporate risk and liability, and legal compliance. 

    ASSESSMENT CRITERION 2 
    Responses selected for a variety of scenarios are appropriate to the provided context, and protect the interests of the company and those affected by the incident. Responses comply with current legislation. 

    ASSESSMENT CRITERION 3 
    The nature of communication with transport operators at the site, direct or indirect, is explained with reference to the importance of calm and rational decision-making in the management of risk. 
    ASSESSMENT CRITERION RANGE 
    Operators include:
  • Drivers; pilots; ships officers; pump stations; control stations; other company personnel on-site.
     

  • ASSESSMENT CRITERION 4 
    Protocols, regulations and company policies and procedures governing the management of accident or incident sites are identified and explained in terms of compliance requirements, guidelines for action, and general safety provisions.

    Protocols and regulations include:
  • National Road Agency protocols; Marine Pollution (MARPOL).
     

  • ASSESSMENT CRITERION 5 
    The capacity for effective problem-solving is explained in terms of knowledge of the mechanics of the transport mode and the type of freight carried, and experience of similar incidents.

    Plan for contingencies in a transport operation.

    ASSESSMENT CRITERION 1 
    Planning identifies possible risks for a particular transport operation together with the probability of their occurrence. 
    ASSESSMENT CRITERION RANGE 
    Risks include:
  • Hi-jack; accidents; theft; road closures; bad weather; arson; breakdowns; labour action; volume fluctuation.
     

  • ASSESSMENT CRITERION 2 
    Manageable risks are identified and internal regulations and procedures identify and prescribe appropriate behaviours and/or systems to minimise risk. 

    ASSESSMENT CRITERION 3 
    Provisions include clearly articulated consequences for non-compliance. 

    ASSESSMENT CRITERION 4 
    Planned deployment of personnel is appropriate in terms of competence and legal requirements, and reduces risk.

    Contingency plans developed are appropriate to the nature of the risk, the probability of occurrence, and organisational constraints.

    Documentation for every transport operation is complete, accurate and securely stored. Documentation is readily available to authorised personnel in the event of claims.

    Incident reports are accurate, complete, in the required format, and submitted within stipulated timeframes.

    ASSESSMENT CRITERION 1 
    General requirements for compliance with environmental legislation and regulations are identified and described with reference to corporate provisions and implications for own practice. 
    ASSESSMENT CRITERION RANGE 
    Compliance includes:
  • Control of emissions; fuels and fuel efficiency; internal waste management (chemicals in wash bays/tank washing, rail yard housekeeping); environmental legislation and regulations for ports/harbours - MARPOL; spillages (road, rail, aerospace, pipelines).
     

  • ASSESSMENT CRITERION 2 
    Standards developed comply with identified legislation and establish conditions for an environmentally friendly transport operation. 

    ASSESSMENT CRITERION 3 
    Provisions for the monitoring of environmental compliance meet legal requirements and are consistent with established best practice in the industry. 

    ASSESSMENT CRITERION 4 
    Regulations governing the transport of waste are identified and explained in terms of their provisions, requirements and limitations as they apply to own transport operation.

    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.
