PURPOSE OF THE UNIT STANDARD 
Learners credited with this standard will be able to apply relevant legislation and regulations to the context in which they operate. The environment in which lifting machines are operated is inherently dangerous and therefore needs to be regulated to prevent injury and death. Learners will be capable of ensuring their own safety and that of fellow workers through the responsible use of lifting machines.

  • Explaining the Driven Machinery Regulations (1988) [DMR] and related Regulations.
  • Maintaining the safety of self and others.

    Explain the legislative framework governing lifting machines.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The responsibilities of the employer and the employee are described in accordance with relevant sections of current legislation. 
    ASSESSMENT CRITERION RANGE 
    Sections include but are not limited to Sections 8, 13 and 14.
     

    ASSESSMENT CRITERION 2 
    Legislative requirements for ensuring safety in the workplace are described in terms of safe operation for the lifting machine operator in his/her work context. 
    ASSESSMENT CRITERION RANGE 
    Requirements include but are not limited to inspectors, four important rights with regard to safety and health, appointment procedures of a safety representative.
     

    ASSESSMENT CRITERION 3 
    Consequences of not adhering to requirements of the Regulations are described in terms of accountability and liability. 
    ASSESSMENT CRITERION RANGE 
    Requirements include but are not limited to gas, trailing cables, appointment and re-testing of an operator of a self-propelled mobile machine, machine operator's duties regarding flammable gas, dust control, supply of water.

    Relevant definitions are explained in terms of their content and applicability to a given situation. 
    ASSESSMENT CRITERION RANGE 
    Definitions include but are not limited to hazardous areas, ventilation district, accessible workings.

    Explain the Driven Machinery Regulations (1988) [DMR] and related Regulations.

    ASSESSMENT CRITERION 1 
    Relevant definitions of the DMR are described that indicate a clear understanding of the Regulations. 

    ASSESSMENT CRITERION 2 
    The National Code of Practice for the Evaluation of Training Providers (NCOP) [GG 27292 - 18 February 2005] is described in terms of its impact on the quality of competent Lifting Machine Operators. 

    ASSESSMENT CRITERION 3 
    The regulations pertaining to lifting machines and lifting tackle are explained in relation to how they should be applied in a given context. 

    ASSESSMENT CRITERION 4 
    The Construction Regulations (2003) pertaining to lifting equipment are explained in terms of their applicability to a given situation. 

    ASSESSMENT CRITERION 5 
    The relevant sections of the General Safety Regulations (GSR) [1996] are described in terms of their emphasis on a specific situation. 

    ASSESSMENT CRITERION 6 
    The consequences of non-compliance to regulations are explained in terms of potential danger, injury and possible death.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    All the relevant aspects of legislation and regulations required to maximise safety of the operator and others in the lifting machinery environment and of the product/load are identified for a given situation. 

    ASSESSMENT CRITERION 2 
    Personal protective equipment is ensured to be available at all times to ensure maximum safety and to diminish the possibility of injury or death. 

    ASSESSMENT CRITERION 3 
    Lifting operations and lifting machines are discussed in terms of their impact on the environment. 

    ASSESSMENT CRITERION 4 
    Incidents are recorded in the appropriate format and communicated to relevant personnel to ensure the implementation of more safety measures in accordance with workplace procedures. 

    ASSESSMENT CRITERION 5 
    The importance of lifting machine operators being tested to ensure that they are physically and psychologically fit to work in a lifting environment is explained in terms of maintaining the safety of self and others. 

    ASSESSMENT CRITERION 6 
    All safety equipment is checked and maintained according to workplace and legislative safety standards. 

    ASSESSMENT CRITERION 7 
    Lifting equipment is checked before, during and after use to ensure maximum safety. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this Unit Standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this Unit Standard must be accredited as a provider with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQA policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual Unit Standards as well as the integrated competence described in the qualification.
