PURPOSE OF THE UNIT STANDARD 
This Unit Standard is for learners who are already managers of functions or aspiring to become managers of functions. This Unit Standard meets the needs of the sector and of the society by providing competent function managers who by being able to competently manage the communication process in their function, thereby contributing to the effective management of the function.

The learner successfully completing this Unit Standard will gain essential knowledge and practical skills required to communicate with individuals within the function and the entity, and strategic partners and stakeholders thus sustaining relationships.

On completion of this standard, the learner will be able to:
  • Establish communication processes to promote positive relationships within the policies and procedures of the entity.
  • Evaluate the effectiveness of the communication processes.
  • Recommend improvements to the effectiveness of communication processes. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that the learner has the following knowledge and skills:
  • Communication at NQF Level 5. 

  • UNIT STANDARD RANGE 
  • Function refers to the core task or responsibility carried out by a department, directorate or group within an organisation or entity.
  • Communication includes formal and informal communications, correspondence, e-mails, reports, newsletters, communication with both internal and external stakeholders. 

  • Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Establish communication processes to promote positive relationships within the policies and procedures of the entity. 
    OUTCOME RANGE 
    Communication processes include internet, intranet, newsletters, correspondences, press releases, meeting minutes; dissemination of communication from principals, partners and suppliers, customers; collection, gathering and directing of information; oral, written and electronic communication; formal and informal, internal and external meetings. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The entities communication strategy is analysed in terms of its intended application and how it is effectively being applied. 

    ASSESSMENT CRITERION 2 
    Communication processes are developed to accommodate inter and intra-function communication so that all parties within the function are kept informed of aspects and developments relevant to them. 

    ASSESSMENT CRITERION 3 
    Communication processes in relation to external stakeholders are developed so as to ensure effective and efficient service. 

    ASSESSMENT CRITERION 4 
    Specific tasks within the communication process are delegated to ensure outward reach of the process. 

    ASSESSMENT CRITERION 5 
    Communication processes are managed to ensure that the communication strategy is achieving what was supposed to be achieved. 

    SPECIFIC OUTCOME 2 
    Evaluate the effectiveness of the communication processes.

    ASSESSMENT CRITERION 1 
    Criteria are developed for the review and evaluation of communication processes. 

    ASSESSMENT CRITERION 2 
    A feedback loop is explained to show how the function communicates with its internal and external stakeholders. 

    ASSESSMENT CRITERION 3 
    The information obtained is measure against the criteria developed to determine the effectiveness of the communication processes of the function. 

    ASSESSMENT CRITERION 4 
    The aspects of ethics and principles are assessed during the evaluation. 
    ASSESSMENT CRITERION RANGE 
    Ethics and principles of good communication include but are not limited to: not speaking to the press without authority; observing confidentiality and privacy, two-way communication, simple language and avoidance of jargon.
     

    SPECIFIC OUTCOME 3 
    Recommend improvements to the effectiveness of communication processes. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Barriers to the communication processes of the function are analysed so that the process to address them is focused and efficient. 
    ASSESSMENT CRITERION RANGE 
    Barriers include potential conflict situations, misunderstandings and unclear or unfocused communication.
     

    ASSESSMENT CRITERION 2 
    Strategies are developed to address each of the barriers identified and outlined. 

    ASSESSMENT CRITERION 3 
    Principles of communication are addressed to promote open and honest communication. 
    ASSESSMENT CRITERION RANGE 
    This includes not but is not limited to communication that is not offensive, sensitive, fair and non-discriminatory.
     


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard or assessing this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA at its discretion.
