PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners who participate as Umpires at a beginner level. In achieving this unit standard, the learner will display skills and techniques appropriate to effectively officiating the game.

The qualifying learner is capable of:
  • Assess conditions for the game.
  • Observe a game and identify information on which to base fundamental decisions.
  • Interpret and apply rules and regulations in accord with the spirit of the game.
  • Communicate decisions and manage the outcomes of decision making while umpiring the game.

    It is assumed that the learner is competent in:
  • Communication at NQF Level 3.
  • Mathematical Literacy at NQF Level 3.

    The condition of players is assessed in terms of their suitability to participate in the game. 

    ASSESSMENT CRITERION 2 
    External influences are assessed to ensure that they are in accordance with the requirements of the game. 
    ASSESSMENT CRITERION RANGE 
    External influences refer to but are not limited to environment facilities, resources and equipment.
     

    ASSESSMENT CRITERION 3 
    Possible risks associated with game are identified and explained in order to take appropriate action to ensure safety of players, officials and spectators. 

    ASSESSMENT CRITERION 4 
    The levels of safety and other risks are assessed to confirm acceptability prior to commencement of the game. 

    SPECIFIC OUTCOME 2 
    Observe a game and identify information on which to base fundamental decisions.

    ASSESSMENT CRITERION 1 
    Knowledge of the team environment is demonstrated to ensure a game is conducted in a friendly and professional manner. 

    ASSESSMENT CRITERION 2 
    Players and club officials are observed to see that the game is conducted in accordance with the rules and regulations of netball. 
    ASSESSMENT CRITERION RANGE 
    Rules and regulations refer to international and local rules.
     

    ASSESSMENT CRITERION 3 
    Observation is done with minimal disruption to the conduct of the game. 

    ASSESSMENT CRITERION 4 
    Fundamental positioning skills relevant to umpire netball at the beginner level are demonstrated using simulations. 

    ASSESSMENT CRITERION 5 
    Breaches of rules and regulations by players and club officials are identified and described in order act accordingly. 

    ASSESSMENT CRITERION 6 
    Basic motor skills are applied in order to effectively move around the court to umpire a game of netball. 

    SPECIFIC OUTCOME 3 
    Interpret and apply rules and regulations in accord with the spirit of the game.

    Rules and regulations are interpreted consistent with the spirit of the laws of netball.

    ASSESSMENT CRITERION 1 
    Decisions are communicated in accordance with the prescribed procedures for umpiring netball at junior or beginner level of competition. 

    ASSESSMENT CRITERION 2 
    Reactions of players and those of club officials are managed in accordance with fundamental rules and regulations of netball. 

    ASSESSMENT CRITERION 3 
    A report is compiled in accordance with the requirements of the game. 

    ASSESSMENT CRITERION 4 
    Basic communication strategies are used to umpire netball at the beginner level. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA policies specify otherwise.
  • Moderation should also encompass achievement of the competence described both in individual unit standard as well as the integrated competence described in the qualification.

    Integrated Assessment:

    When conducting assessments, assessors must ensure that they are familiar with the full text of the unit standards being assessed. Assessors must ensure that the assessment covers the specific outcomes, critical cross-field outcomes and essential embedded knowledge by developing assessment activities and tools, which are appropriate to the contexts in which the learners are working. These activities and tools may include self-assessment, peer assessment, formative and summative assessment. It may be more effective and efficient to assess a number of unit standards together in an integrated way, thus reducing the overall number of assessments and ensuring that commonalities that exist between a number of unit standards are captured in a way that makes sense for assessment.
