PURPOSE OF THE UNIT STANDARD 
This unit standard is for individuals who intend to become qualified race officials in sailing. Learners will be equipped with the knowledge and skills to successfully interpret and apply the rules that are required to manage a sailing race at a basic level. Learners will be able to prepare for regattas, manage regattas and do post regatta evaluation and administration.

Learners credited with this unit standard are capable of:
  • Planning and preparing for regatta.
  • Assessing conditions for a race.
  • Observing the race to identify information on which to base decisions.
  • Interpreting and applying rules and regulations in accordance with ISAF regulations, national federation prescriptions and class rules.
  • Communicating decisions and manage the outcomes of decision-making while refereeing the game. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
  • Communication skills at NQF Level 3.
  • Mathematics at NQF Level 3.

    It is recommended that learners accessing this unit standard must have a valid VHF radio licence and a valid motorboat/skipper's licence in terms of the international racing Rules of Sailing.

    Different types of racing formats are identified and described with examples.

    Different types of racing formats refer to fleet racing, team racing and match racing.

    Documentation for the preparation of a regatta is explained with examples.

    Documentation refers to but is not limited to a written notice of the race and Instructions relating to the sailing events.

    Risk assessment for regattas is conducted to ensure compliance with safety requirements in terms of International (ISAF) racing rules.

    The importance of ensuring sufficient rescue on the water is explained with examples. 

    ASSESSMENT CRITERION 5 
    The need to ensure sufficient personnel to assist during the race is explained with examples.

    Courses are set in terms of the requirements of the sailing instructions.

    Participant status and condition are assessed to ensure suitability to participate in the race.

    An assessment is conducted to ensure that the environment, facilities, resources and equipment are in accordance with requirements for the race. 

    ASSESSMENT CRITERION 3 
    The significance of assessing the atmosphere in terms of their effects on wind, conducting a race is explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Atmosphere refers to but is not limited to wind, weather and tides.
     

    ASSESSMENT CRITERION 4 
    Reasons for monitoring the wind are explained in order to take corrective action. 
    ASSESSMENT CRITERION RANGE 
    Corrective action includes but is not limited to change course and abandon the race.
     

    ASSESSMENT CRITERION 5 
    The levels of safety and other risks are assessed to confirm compliance and acceptability within the rules and regulations prior to commencement of the game.

    Deviations in relation to the conditions as required by the rules and regulations are assessed and recorded for corrective action.

    Starting procedures are administered within the rules and regulations of the specific race at a basic level.

    The observation is conducted with minimal disruptions to the performance of the race.

    Players and other race officials are observed to assessed to ensure that the game is conducted in accordance with the rules and regulations.

    Breaches of the rules and regulations by racers and other officials during the race are identified and recorded for reporting and decision-making purposes. 

    SPECIFIC OUTCOME 4 
    Interpret and apply rules and regulations in accordance with ISAF regulations, national federation prescriptions and class rules.

    Knowledge and understanding of the rules and regulations of sailing is demonstrated with examples.

    Race official Code of Conduct and consequences of breach of Code of Conduct are explained with examples.

    Relevant information is used in order to make decision in accordance with accepted best practice of sailing.

    Rules and regulations are interpreted and applied consistently for the given situation in accordance with national trends of sailing.

    Communication aids and safety instructions are used to make decisions accurately, consistently, and based on fairness and participant safety.

    Communicate decisions and manage the outcomes of decision-making while refereeing the game.

    Decisions are communicated in accordance with prescribed rules and regulations for a specific race.

    Reactions of players and other officials are managed in accordance with the rules and regulations of sailing.

    Protests are dealt with in accordance with accepted rules and regulations of sailing.

    Information with regard to protests and requests for redress is collated in accordance racing rules of sailing.

  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQA`s policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual unit standard as well as the integrated competence described in the qualification.

    Integrated Assessment:

    When conducting assessments, assessors must ensure that they are familiar with the full text of the unit standards being assessed. Assessors must ensure that the assessment covers the specific outcomes, critical cross-field outcomes and essential embedded knowledge by developing assessment activities and tools, which are appropriate to the contexts in which the learners are working. These activities and tools may include self-assessment, peer assessment, formative and summative assessment. It may be more effective and efficient to assess a number of unit standards together in an integrated way, thus reducing the overall number of assessments and ensuring that commonalities that exist between a number of unit standards are captured in a way that makes sense for assessment.
