PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to describe the shortfalls of a single species approach, the need for an ecosystem approach, the status of the fish resource applicable to their sector, the effect of over-harvesting, the role of Marine and Coastal Management, permit conditions and their applications.

The qualifying learner will be capable of:
  • Explaining the need for responsible fishing awareness and practices.
  • Describing the single species and ecosystem approaches to fisheries management.
  • Explaining the application of sector specific Permit Conditions at sea.

    The following scope and context applies to the whole unit standard:
  • This unit standard deals with demonstrating an awareness of responsible fishing requirements and practices.
  • Appropriate sections of the applicable SAMSA Code of Safe Working Practices.
  • Appropriate sections of the prevention of pollution of the marine environment legislation.
  • Appropriate sections of maritime environmental legislation.
  • Vessels may include any fishing vessel operating in South African waters.

    Negative activities associated with fishing activities are described with sector specific examples.

    May include but not be limited to dumping, pollution, gear loss and ghost fishing.
     

    ASSESSMENT CRITERION 3 
    The local and international market initiatives regarding sustainability of fisheries resources are identified. 
    ASSESSMENT CRITERION RANGE 
    May include but not be limited to SASSI (The Southern African Sustainable Sea Food Initiative) and MSC (Marine Stewardship Council).
     

    ASSESSMENT CRITERION 4 
    The role of Marine and Coastal Management is explained with reference to functions which ensure the sustainability of fisheries resources. 
    ASSESSMENT CRITERION RANGE 
    Should include but not limited to allocation of fishing rights, allocation and management of commercial rights of deep-sea industry, monitoring permit conditions.

    Describing the single species and ecosystem approaches to fisheries management. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A marine ecosystem is described with the aid of a sector-specific example. 
    ASSESSMENT CRITERION RANGE 
    Concepts should include but not be limited to food webs, habitats, ecosystems, predators, vulnerable bycatch, the role of humans and the balance between these components.
     

    ASSESSMENT CRITERION 2 
    The effect on marine ecosystems of the single species approach is explained with sector-specific examples. 
    ASSESSMENT CRITERION RANGE 
    May include but not be limited to damaged habitats, removal or reduction of key species in the food web, removal, reduction or threat to bycatch.
     

    ASSESSMENT CRITERION 3 
    The ecosystem approach to fisheries as a means to ensure sustainability of fisheries resources is explained with sector-specific examples. 
    ASSESSMENT CRITERION RANGE 
    May include but not be limited to restricted areas, catch limits, closed fishing seasons, gear specifications, measures to reduce bycatch.
     

    SPECIFIC OUTCOME 3 
    Explaining the application of sector-specific Permit Conditions at sea. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Restrictions concerning fishing gear are described with sector-specific examples. 
    ASSESSMENT CRITERION RANGE 
    May include but not be limited to items which are banned from use, mesh sizes, hook type.
     

    ASSESSMENT CRITERION 2 
    Regulations which stipulate the restriction of fishing activities in certain areas and/or at certain times of the year are described with sector-specific examples. 

    ASSESSMENT CRITERION 3 
    Regulations which stipulate the maximum amount and minimum size of fisheries species are described with sector-specific examples. 

    ASSESSMENT CRITERION 4 
    Vulnerable bycatch species which are limited by permit conditions are described with sector-specific examples. 
    ASSESSMENT CRITERION RANGE 
    Examples may include but not be limited to fish bycatch, turtles, shark, seabirds, seals.
     

    ASSESSMENT CRITERION 5 
    Mechanisms and practices to reduce bycatch are described with sector-specific examples. 
    ASSESSMENT CRITERION RANGE 
    Should include but not be limited to tori lines, avoid dumping while trawl gear is in water, don't discard anything that looks like food or food containers during setting, thawed bait, effective measures for releasing live bycatch, birds, sharks, seals and turtles, setting longline gear at night, line weighting for longlines.

    The implications of not adhering to permit conditions is described. 
    ASSESSMENT CRITERION RANGE 
    May include but not be limited to fines, arrest, imprisonment, assets seized, removal of rights.
