PURPOSE OF THE UNIT STANDARD 
The learner credited with this Unit Standard is able to demonstrate a broad understanding of the implications on South Africa of Conventions of the International Labour Organisation which have been ratified by the South African government. In particular, the learner will be in a position to critically evaluate and analyse the impact of a specific conventions and the resulting overall impact on the South African Labour market. The learner will be a position to explain the imperative role that South Africa has taken on in the region in relation to International Labour Organisation input and coordination.

The qualifying learner is capable of:
  • Identifying and describing the core conventions that have been ratified by South Africa.
  • Demonstrating an understanding of the critical input by South Africa in consolidating the voice of the African member states and its overall coordinating role on the African continent.
  • Identifying and discussing the challenges facing the International Labour Organisation and its member states.

    SPECIFIC OUTCOME 1 
    Identify and describe the core conventions that have been ratified by South Africa.

    ASSESSMENT CRITERION 1 
    The core International Labour Organisation conventions, as ratified by South Africa, are listed and a description given of each. 

    ASSESSMENT CRITERION 2 
    An explanation is provided of the key objectives of the International Labour Organisations ratified conventions. 

    ASSESSMENT CRITERION 3 
    The impact on regional stability and economic growth in SADEC as a result of some countries in the region not ratifying the conventions is critical analysed from a South African perspective. 

    SPECIFIC OUTCOME 2 
    Demonstrate an understanding of the critical input by South Africa in consolidating the voice of the African member states and its overall coordinating role on the African continent. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    An explanation is provided on the role of NEDLAC and its representative constituency's participation within the International Labour Organisation. 

    ASSESSMENT CRITERION 2 
    An explanation is provided of the critical role played by South Africa as the consolidating voice, on behalf of African member states, within the context of the International Labour Organisation. 

    ASSESSMENT CRITERION 3 
    An explanation is given of the need in the SASDC region for South Africa to promote cooperation between multilateral bodies and International Financial Institutions on policy relating to employment and other social issues. 

    SPECIFIC OUTCOME 3 
    Identify and discuss the challenges facing the International Labour Organisation and its member states. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The impact of HIV/AIDS on the global economy is explained through the use of available literature. 

    ASSESSMENT CRITERION 2 
    The challenges relating to the technical implementation of ratified conventions currently faced by the International Labour Organisation are identified and a brief explanation is provided on each. 

    ASSESSMENT CRITERION 3 
    An explanation is provided of the challenge faced by the International Labour Organisation relating to opportunities for women and men to secure decent employment and income.

  • An individual wishing to be assessed (including through Recognition of Prior Learning) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA or an ETQA that has a Memorandum of Understanding in place with the relevant ETQA.
