PURPOSE OF THE UNIT STANDARD 
This unit standard will enable counter human trafficking practitioners and related role-players to implement counter trafficking strategies, principles in response to the recovery, relief and rehabilitation activities in the psycho-social and health environment. An additional emphasis is placed on the provision of assistance to trafficked persons; the kinds of assistance that should be offered, and the characteristics of the assistance to trafficked persons compared with the provision of assistance to other kinds of abused persons. This unit standard will contribute to the development of the learner within the context of the counter trafficking discipline.

Learners who have achieved this unit standard will increase their opportunities for further development and employability within the counter trafficking environment. Learners credited with this unit standard will be able to:
  • Demonstrate an understanding of the scope of the legal framework of human trafficking as applicable to own environment.
  • Apply techniques of identification, interviewing and assessment of trafficked persons as prescribed by your organisation/department.
  • Manage the provision of direct assistance and care to victims of trafficking.
  • Facilitate rehabilitation and reconstruction measures to execute recovery and reduce risk.

    SPECIFIC OUTCOME 1 
    Demonstrate an understanding of the scope of the legal framework of human trafficking as applicable to own environment. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The principles and guidelines for dealing with trafficked persons are described in terms of own environment policies. 
    ASSESSMENT CRITERION RANGE 
    Principles include but are not limited to do no harm; maintain confidentially; safety and security etc.
     

    ASSESSMENT CRITERION 2 
    Human trafficking is described in accordance with the Trafficking in Persons Protocol and its phases, causes and purpose. 
    ASSESSMENT CRITERION RANGE 
  • Purposes include debt bondage; forced labour; forced marriage; false adoptions; serfdom; servitude; removal of human organs; slavery; sexual exploitation.
  • Causes include but not limited to push factors; pull factors; control mechanisms.
     

  • ASSESSMENT CRITERION 3 
    The early human trafficking warning indicators are interpreted and compared with their consequences according to the guidelines for dealing with trafficked persons in order to ensure the intensity of a case. 

    ASSESSMENT CRITERION 4 
    The knowledge of the impending risk identified is analysed and utilised to decide on the time when initiate the response/intervention. 

    ASSESSMENT CRITERION 5 
    The applicable methods are selected and used to disseminate appropriate information to the relevant counter-trafficking role-players. 

    SPECIFIC OUTCOME 2 
    Apply techniques of identification, interviewing and assessment of trafficked persons as prescribed by your organisation/department.

    ASSESSMENT CRITERION 1 
    A pending or suspicious trafficking incident is identified in accordance with organisational policy guidelines. 

    ASSESSMENT CRITERION 2 
    An identified human trafficking case is scrutinized, interpreted, analysed by applicable procedures to confirm the nature of trafficking. 

    ASSESSMENT CRITERION 3 
    Appropriate procedures are followed to interview and assess a victim of trafficking. 

    SPECIFIC OUTCOME 3 
    Manage the provision of direct assistance and care to victims of trafficking.

    Individual and personal needs of a trafficked person is assessed. 

    ASSESSMENT CRITERION 2 
    The strength and weaknesses of the trafficked person are identified. 

    ASSESSMENT CRITERION 3 
    A personal development plan is developed in accordance with a trafficked person's strength. 

    ASSESSMENT CRITERION 4 
    An implementation plan for response and recovery activities are compiled in accordance with organisational principles and guidelines. 

    ASSESSMENT CRITERION 5 
    Mobilisation of resources is coordinated in response to counter human trafficking. 

    ASSESSMENT CRITERION 6 
    The locality and availability of institutions supporting victims of human trafficking is established, categorised and captured in a database for victims of trafficking.

    Institutions include but are not limited to shelters, state institutions etc.
     

    ASSESSMENT CRITERION 7 
    Trafficked persons needs are categorized, addressed and channelled to appropriate counter traffickers.

    Needs include but are not limited to care, shelter, psychological assistance, mental health, emotional assistance, rescue, resources etc.

    Facilitate rehabilitation and reconstruction measures to execute recovery and reduce risk.

    ASSESSMENT CRITERION 1 
    Knowledge of how to mobilise resources and role players to respond to a human trafficked person in an integrative manner/holistically is demonstrated. 

    ASSESSMENT CRITERION 2 
    Co-ordinate and integrate responses and recovery activities to attain a holistic intervention. 
    ASSESSMENT CRITERION RANGE 
    Response and recovery may include relief, search and rescue, re-integration in families or home countries, communities, care, etc.
     

    ASSESSMENT CRITERION 3 
    Best practice activities and developed contingency plans are described and applied in response and recovery activities in terms of organizational procedures. 

    ASSESSMENT CRITERION 4 
    Response activities are managed to ensure the safety of people. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed against the unit standard (including through RPL) may apply to an assessment agency, assessor or provider institution accredited by the relevant Education and Training Quality Assurance body (ETQA), or one with an appropriate memorandum of understanding (MOU) with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or one with an appropriate MOU with the relevant ETQA.
