PURPOSE OF THE UNIT STANDARD 
This unit standard will enable learners to demonstrate understanding of how monitoring and evaluation approaches and tools can be integrated with strategic and operational management processes to assess organisation's performance. While it will be useful for employees in the Public Sector it can also be used by, among others, strategic decision makers, monitoring and evaluation specialists, unit heads and external evaluators, as well as to others who are engaged in monitoring and evaluation activities in Non-Governmental Organisations and the Private Sector.

A learner credited with this unit standard will be able to:
  • Analyse the legislative, policy and planning contexts that inform the integration of monitoring and evaluation approaches and tools with the strategic and operational management process.
  • Review periodic and routine data and their sources to generate the environmental analysis for the development of the strategic plan.
  • Evaluate existing and design new indicators for the strategic and operational plans.
  • Assess the data management system.
  • Monitor and evaluate the performance of the organisation against indicators and targets.
  • Report on data that assess the organisational performance against the strategic and operational plans.

    SPECIFIC OUTCOME 1 
    Analyse the legislative, policy and planning contexts that inform how the monitoring and evaluation approaches and tools can be integrated into strategic and operational management.

    ASSESSMENT CRITERION 1 
    Legislation and polices relevant to a particular organisational context are identified and understood to ensure compliance. 
    ASSESSMENT CRITERION RANGE 
  • Legislation includes the Public Finance Management Act, Public Service Act and Regulation, Municipal Finance Management Act.
  • Policies include but are not limited to Organisational Mandate, Strategic and Annual Performance Planning Guidelines, Medium Term Strategic Framework, Medium Term Expenditure Framework, Green Paper on Performance Monitoring and Evaluation (Reference: The Presidency: Improving Government Performance: Our Approach; Policy Framework on Government-wide Monitoring and Evaluation, The Presidency).
     

  • ASSESSMENT CRITERION 2 
    Key components of the organisation's strategic management process are identified and aligned to the government planning cycle. 
    ASSESSMENT CRITERION RANGE 
    Key components include but are not limited to policy development, five year strategic plan, the three year medium term expenditure framework, annual performance plans, operational plans, performance agreements, annual financial reports, annual performance reports.
     

    ASSESSMENT CRITERION 3 
    Key elements of results-based planning, budgeting cycle of government, monitoring and evaluation system are identified and a results matrix developed in order to inform strategic and operational management. 
    ASSESSMENT CRITERION RANGE 
    Key elements include, but are not limited to, problem analysis, theory of change, key components of the logic model which include inputs, activities, outputs, outcomes (immediate, intermediate, long term) and impact, indicators, performance targets and baseline data, budget cycle, statements of results.
     

    ASSESSMENT CRITERION 4 
    The roles and responsibilities of different stakeholders in respect of the organisation's performance against the strategic goals, objectives and interventions are mapped to ensure comprehensive responsiveness to legislative, policy and planning contexts. 
    ASSESSMENT CRITERION RANGE 
    Stakeholders include but are not limited to monitoring and evaluation units, programme managers, line managers, accounting officers, cabinet, executive authorities and officials at national, provincial and local levels, public entities.
     

    SPECIFIC OUTCOME 2 
    Review periodic and routine data and their sources to generate the environmental analysis for the development of the strategic plan.

    Diagnostic tools are used to assess the environment.

    Routine and periodic data are utilised to inform the environmental analysis. 
    ASSESSMENT CRITERION RANGE 
    The environmental analysis includes but is not limited to the national strategic imperatives (state of the nation address, state of the province address, budget vote speech), legislative and organisational mandates, programmatic information.
     

    ASSESSMENT CRITERION 3 
    The results of the environmental analysis are utilised to define the organisational strategic imperatives. 

    ASSESSMENT CRITERION 4 
    The strategic plan and the operational plan are assessed in terms of the alignment between them. 

    ASSESSMENT CRITERION 5 
    The result statement of the strategic and operational plans are assessed for measurability. 

    SPECIFIC OUTCOME 3 
    Evaluate existing and design new indicators for the strategic and operational plans. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The identified indicators relating to the strategic imperatives are evaluated to determine alignment to the organisation's strategic and operational plans in respect of their relevance, efficiency, effectiveness and economy. 
    ASSESSMENT CRITERION RANGE 
    National and strategic imperatives include, but are not limited to, the 12 strategic outcomes of government with their related outputs, Delivery Agreements, Minister's Priorities, Budget Votes, Estimates of National Expenditure (ENE).
     

    ASSESSMENT CRITERION 2 
    The relationship between the different levels of results and the associated indicators is assessed to ensure the logical cohesion in respect of the strategic imperatives of the organisation. 
    ASSESSMENT CRITERION RANGE 
  • This includes but is not limited to clear objectives, baselines, targets, indicators, inputs, activities, output, outcome, impact.
  • Results are those that are logically linked with indicators at the immediate, intermediate and ultimate outcome(s).
     

  • ASSESSMENT CRITERION 3 
    Existing indicators are evaluated using pre-defined criteria to measure the credibility and integrity of the outputs, outcomes and impacts. 
    ASSESSMENT CRITERION RANGE 
    Criteria to evaluate indicators include, but are not limited to, relevance, reliability, sensitivity, consistency, validity, integrity, efficiency, accuracy, timeliness, accessibility, interpretability, methodological soundness, effectiveness and economy.

    New indicators are designed to comprehensively address the organisational strategic imperatives and mandate.

    The quantitative and qualitative data are assessed using validation and verification processes and tools.

    Processes and tools include, but are not limited to, South African Statistical Quality Assurance Framework (SASQAF) (Statistics SA), Framework for Managing Programme Performance Information (FMPPI), National Treasury), data quality auditing guidelines, test of reliability and validity.

    Monitor and evaluate the performance of the organisation against indicators and targets.

    The accuracy of the reported data is assessed in terms of its alignment to the indicators and the misalignment, if any, is discussed.

    The risks associated with the indicators are discussed and steps taken to mitigate them are described and applied.

    The information in reports is analysed to determine the organisation's progress toward strategic outcomes periodically.
