In all of the tables in this document, both the pre-2009 NQF Level and the NQF Level is shown. In the text (purpose statements, qualification rules, etc), any references to NQF Levels are to the pre-2009 levels unless specifically stated otherwise.  

This qualification does not replace any other qualification and is not replaced by any other qualification. 

PURPOSE AND RATIONALE OF THE QUALIFICATION 
The ACE does not qualify candidates as professional educators in schooling.

The primary purpose of the ACE is to provide for training in a new area of study, such as: a new phase or subject specialisation, textbook writing, computers in education, assessment and quality assurance in education, whole school development, educational management, educational journalism, environmental education, special needs education, curriculum development, educational broadcasting, health education, and so on.

Secondly, it provides the space for programmes which enable educators to update, enrich and/or supplement their existing knowledge and competence in an area of study which, although previously studied at a more basic level, does not yet qualify educators to continue that specialism in a qualification at NQF Level 7. In such cases the purpose of the ACE will be to update the knowledge of educators, perhaps in terms of new developments in the area of special study, and/or to enrich, deepen and extend the knowledge of educators in this area. Examples of this kind can be drawn from any phase or learning area such as: Foundation, Intermediate or Senior Phase, Further Education (in schooling), arts and culture, history education, mathematics education, language education, science education, technology education, and so on.

Thirdly, in certain circumstances, for example, in scarce subjects, or in career change situations, the ACE can be used for upgrading from NQF level 5 to NQF level 6. If the ACE is used for upgrading purposes, the purpose, 'upgrading' should be appended to the title, and credits should be allocated appropriately across the various components of the qualification.

In all these cases, the ACE is conceived of as a form of continuing professional education which has the purpose of enabling educators to develop their competences and/or to change their career path and adopt new educator roles.


Rationale for the qualification

The ACE is a flexible Level 6 qualification aimed at providing educators with an opportunity of either updating, enriching and supplementing their existing knowledge in a particular area of specialisation or of changing their area of specialisation. The former might become necessary due to new developments in an area of study while the latter may be a response to changing national needs or a need for a change in career path. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
This qualification assumes that the learner is competent in the language of instruction of the provider, and the general theoretical, academic and practical professional knowledge, understanding and commitments accomplished at at least NQF level 5, as described in the exit level outcomes and their associated assessment criteria of the four components: (a) fundamental learning, (b) the subject and content of teaching, (c) teaching and learning processes, and (d) the school and the profession.

Recognition of prior learning

This qualification may be achieved in part through the recognition of relevant prior learning in the area of special study and through relevant prior experience as a practitioner in one of the sub-fields of Education, Training and Development. Providers are required to develop structured procedures for the assessment of individual candidates against the exit level outcomes of the qualification on a case by case basis. Such procedures, and the assessment of individual cases, are subject to moderation by independent assessors.

In their area of special study, candidates must demonstrate:

1. Practical competence in selecting, designing, planning, implementing and evaluating, appropriate, and effective projects, procedures and/or programmes;

2. Appropriate and adaptable professional skills and judgement, in a variety of contexts of practice;

3. A commitment to:
  • set, and aspire to achieve, high standards in practice, and
  • ongoing professional improvement;

    4. A capacity to critically analyse relevant materials, resources and practices, in the light of a conceptual understanding of their area of special study.

    5. The ability to justify particular choices in their area of special study in the light of:
  • a critical understanding of the theoretical underpinnings of the area of special study;
  • an understanding of current social, economic, political technological and environmental conditions relevant to the area of special study;
  • relevant features of the context, including the organizational environment, the resources available, and the purposes of the tasks at hand; and
  • contemporary trends in the area of special study.

    ASSOCIATED ASSESSMENT CRITERIA 
    Integrated assessment and school experience

    In the assessment strategy as a whole, evidence must be demonstrated through a variety of options: case studies, problem-solving assignments, practice in simulated and in situ contexts, portfolios of resources and materials, projects, written and oral examinations.

    However, the final integrated assessment needs to have the following characteristics:
  • It should measure applied competence. In other words, it should assess whether, in relation to their area of special study, candidates are able competently to engage in appropriate practices (a practical competence), to understand the theoretical bases for these practices (foundational competence), and reflect on and improve their engagement in such practices (reflexive competence).
  • It should measure the extent to which candidates have integrated the roles and the knowledge and skills delivered through the different courses/modules, which make up the programme.
  • It should be designed in such a way that a variety of roles are assessed in practice in the area of special study.
  • It should assess the extent to which candidates can work competently, flexibly, responsively and effectively in the area of special study, in appropriate organizational contexts.

    The assessment criteria and evidence requirements are as follows:
    In a practical situation, a simulated situation, or a situation that combines the practical, the simulated and the written, in the area of special study, the learner will:
  • Generate, explore and consider options for appropriate action;
  • Identity the most appropriate course of action in relation to the particular context and resources available;
  • Explain the reasons for that particular selection as well as what was taken into account in making the selection;
  • Perform the identified action, while continuously monitoring and adapting performance as required;
  • Explain the reasons for the performance;
  • Evaluate his/her performance and identify areas for improvement;
  • Reflect on the performance;
  • Develop a plan or strategy for future action, which reflects an integration of what has been learnt through reflection.

    School Experience is an integral part of all professional qualifications, whether in-service or initial training. In-service teachers will already have teaching skills, but require opportunities to practise new skills and reflect on their experience in ways which help them learn from, rather than merely accumulate, experience.

    School Experience should take place in an authentic context. An 'authentic context' means the kind of context in which practical competence can be modeled by the tutor or mentor and demonstrated by the candidate; for example, a classroom in a school or a simulated classroom such as a micro teaching laboratory at a university. Some kinds of practical competence (such as how to organize a class of 60 Grade 1s under a tree) can only be modeled and demonstrated in situ. Others, such as questioning skills, and the ability to organise group discussion could probably be better practiced in simulated situations. Reflection on practice is also essential, and this can be done through feedback on written tasks, but is often more effective through observation followed by oral discussion with tutors, mentors or peers.

    INTERNATIONAL COMPARABILITY 
    International comparability

    Together with the Norms and Standards for Educators (as regulated by the Department of Education on 4 February 2000) the SGB has consulted the Guidelines for Initial Teacher Education Courses in Scotland from the Scottish Office Education and Industry Department (October 1998), and Competency Based and Commitment Oriented Teacher Education for Quality School Education from the National Council for Teacher Education (New Delhi -1998). 

    ARTICULATION OPTIONS 
    The ACE may provide access to further study in a particular specialist area at Level 7. However, as the Criteria for Recognition and Evaluation of Qualifications for Employment in Education (Government Gazette # 21565, 22 September 2000), 'It could be required of a student with an old 3-year DE and an ACE to do additional work in order to be admitted to the new B Ed Honours'. 

    MODERATION OPTIONS 
    Candidates' results/performance should be moderated by one or more external moderators. Moderators should report not only on the standard of candidates' achievement but also on the reliability, validity and transparency of the assessment criteria, design and procedures in relation to the purpose and exit level outcomes of the qualification. 

    CRITERIA FOR THE REGISTRATION OF ASSESSORS 
    Providers may use their own qualified staff as assessors. They may also utilise the services of tutors, departmental advisory service staff, fully qualified educators acting as mentors and outside assessment agencies.

    All of these assessors should be registered with the relevant ETQA and/or the accredited provider.
