PURPOSE AND RATIONALE OF THE QUALIFICATION 
This certificate qualification is the first of a new generation of advanced skills development programmes. It provides students with a comprehensive knowledge and understanding of Personnel Management, together with a range of academic skills and competencies.

The learners acquiring this qualification will have a matric certificate and an interest in the personnel management field. Alternatively people who have been working in this field for a number of years, but have not got a formal qualification will benefit from the course. This qualification will be registered at NQF level 5 of the National Qualifications framework and learners will acquire a range of competence around the areas of Business Communication, Entrepreneurship, Business Law as well as various management techniques


Rationale for the Qualification

The qualification reflects the needs of the Personnel Management sector, in order to develop the general skills pool.

The qualification is aimed at a general level to introduce the learners to business with a preference for work within the personnel management sector. The qualification is structured in such a way that it exposes learners to a broad set of core competencies. This qualification will be of benefit to those learners who own their own business and wish to develop their business and personnel skills. The qualification will be of benefit to learners who are entering the job market, or have been working, but have limited personnel management experience in the work environment.

The certificate aims to give knowledge of management, together with the ability to handle the practical demands placed on the manager and employee in the sales and marketing environment. The qualification will produce knowledgeable, skilled Personnel Managers who are able to contribute to improved productivity and efficiency within the South African Context.

The learner need not have any previous experience in personnel management in order to apply for the certificate. The learner may be from any sector, working in a small business, government or in the community. The qualification will give flexibility and accessibility to the learner and to the employed. It will also promote the notion of life-long learning. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
This qualification assumes that the learner is competent in the language of the instruction material, and the general theoretical and practical and professional and academic knowledge accomplished at NQF 4.

Recognition of Prior Learning

The qualification can be attained in part or in full through recognition of prior learning which includes the outcomes having been achieved through formal, informal and non-formal learning and work experience. Recognition of Learning may allow for the accelerated access of learners of further learning.

  • ASSOCIATED ASSESSMENT CRITERIA 
    In particular the assessor should ensure that the learner can demonstrate and make decisions about the following;
  • Data gathering processes, it's analysis and the drawing of conclusions and making recommendations,
  • How to get the best results from personnel by monitoring and rectifying performance
  • Communication's models and strategies and the elements and processes
  • Training and coaching environment establishment and implementation

    Integrated Assessment

    In the assessment strategy as a whole, evidence must be demonstrated through a variety of options:

    Formal written and where applicable oral examination / assessment will be made evident through both formative and summative assessment.

    The learner is required to put together a portfolio of evidence which will act as proof of the learning that has taken place. This method of formative assessment will be required although it will not be measured or monitored by the assessors due to the mode of learning being distance education. Compilation of the portfolio as well as self tests through out the learning will provide evidence of development which will be assessed through the submission of assignments.

    ARTICULATION OPTIONS 
    The broad range of learning components allows for the free horizontal movement within the management programmes available through Lyceum College.

    The certificate programme provides the learner with the flexibility to pursue different management career paths.

    The qualification prepares the learner for horizontal movement to a diploma or degree in entrepreneurship, though institutions offering suitable programmes. 

    MODERATION OPTIONS 
    Lyceum College Course development department are responsible for the production of assignments, projects and case studies and reports and associated assessment criteria. The marking of assignments, projects and case studies and portfolios must be in accordance with this pre-determined assessment criteria. Marked assessments will be confirmed by sampling done by an external moderator. 

    CRITERIA FOR THE REGISTRATION OF ASSESSORS 
    For an applicant to register as an assessor the applicant needs:
  • Minimum of 2 (two) years practical occupational experience
  • Declared competent in all the outcomes of the National Assessor unit standards as stipulated by SAQA
  • Detailed documentary proof of educationl qualification, practical training undergone, and experience gained by the applicant must be provided.
