PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to prepare for, lift and move a load. They are also able to prepare the equipment and resources required to move the load.

The person will be able to ensure the crane is in "out of service" condition and is able to complete all post loading activities.

People credited with this unit standard are able to:
  • Complete arrangements for lifting and moving the load.
  • Lift and place loads.
  • Place the crane in an out of service condition. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard:
  • Communication and Mathematics literacy at NQF LEVEL 2.
  • Basic knowledge and/or skills equivalent to qualification as Ordinary Seaman.

    Complete arrangements for lifting and moving the load. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Work instructions are checked and confirmed against client needs and vessel operating and safety procedures. 
    ASSESSMENT CRITERION RANGE 
    Instructions and confirmation includes, but is not limited to: verbal, written, telephone and electronic communication, vessel or port documentation.
     

    ASSESSMENT CRITERION 2 
    Documentation for lifting and moving is complete and available to authorised personnel as agreed. 

    ASSESSMENT CRITERION 3 
    Client and/or vessel liaison and on site assessment are carried out in accordance with company procedures. 

    ASSESSMENT CRITERION 4 
    Statutory requirements, local body regulations, and any other special requirements are identified and actions initiated to deal with them following enterprise procedures. 

    ASSESSMENT CRITERION 5 
    Personnel involved and/or affected by the lift are notified in accordance with enterprise procedures.
    Information includes, but is not limited to: nature and type of load, site conditions, access arrangements, hazards, types of applicable statutory regulations, people inside and outside the organisation who may be involved or have an influence. 

    ASSESSMENT CRITERION 6 
    Hazards are identified in accordance with port and vessel risk assessment procedures. 
    ASSESSMENT CRITERION RANGE 
    Hazards include, but are not limited to: insecure and or unstable and or hazardous load, failure of lifting device.
     

    ASSESSMENT CRITERION 7 
    Contingency plans are developed and comply with port and vessel safety policy, procedures and statutory requirements. 

    SPECIFIC OUTCOME 2 
    Prepare equipment and resources for moving and lifting. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Equipment selected is appropriate to client needs and the nature of the load, and selection is confirmed in accordance with operating procedures and equipment manufacturer's specifications. 

    ASSESSMENT CRITERION 2 
    Resources required to assist with the project are arranged and notified and/or confirmed in accordance with port and/or vessel operating procedures and in accordance with job specifications. 
    ASSESSMENT CRITERION RANGE 
    Resources include, but are not limited to: type and capacity of crane, types and capacities of lifting equipment, dogmen, riggers.
     

    ASSESSMENT CRITERION 3 
    Equipment required for the operation is confirmed to be available and fit for purpose, in accordance with port and/or vessel operating procedures and standards, and applicable codes of practice. 
    ASSESSMENT CRITERION RANGE 
    Equipment includes, but is not limited to: slings, chains, shackles.
     

    ASSESSMENT CRITERION 4 
    The crane is ensured to be operational, and put in service condition according to manufacturer's instructions and operating procedures. 

    ASSESSMENT CRITERION 5 
    The crane and load travel paths are checked to be clear and free from obstructions in accordance with operating procedures. 
    ASSESSMENT CRITERION RANGE 
    Obstructions include, but are not limed to: storm anchors, clamps, long and cross travel rails, ground obstruction, site area.
     

    ASSESSMENT CRITERION 6 
    The crane is ensured to be free to move and operate in accordance with enterprise procedures. 

    ASSESSMENT CRITERION 7 
    The positioning of the crane and attachment of the load is correct in terms of vessel and load characteristics crane. 

    ASSESSMENT CRITERION 8 
    The lifting sequence and procedure, and subsequent load placement, conforms to the crane manufacturer's instructions and enterprise procedures. 

    SPECIFIC OUTCOME 3 
    Put the crane into out of service condition, and complete post-loading activities.

    ASSESSMENT CRITERION 1 
    Documentation is completed in accordance with enterprise procedures. 
    ASSESSMENT CRITERION RANGE 
    Documentation includes, but is not limited to: logs, records, job sheets, crane equipment inventories, maintenance requests.
     

    ASSESSMENT CRITERION 2 
    The parking and sequence of actions to put the crane into "out of service" condition crane complies with the manufacturer's specifications and port or vessel operating procedures. 

    ASSESSMENT CRITERION 3 
    All equipment used in conjunction with the lift is checked for damage or irregularities, and returned to storage in accordance with port or vessel procedures. 

    ASSESSMENT CRITERION 4 
    Damage or irregularities are identified and reported in the required format and time frame. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines and the agreed ETQA procedures. 

  • UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    Essential embedded knowledge will be assessed through assessment of the specific outcomes in terms of the stipulated assessment criteria. Candidates are unlikely to achieve all the specific outcomes, to the standards described in the assessment criteria, without knowledge of the listed embedded knowledge. This means that for the most part, the possession or lack of the knowledge can be directly inferred from the quality of the candidate`s performance. Where direct assessment of knowledge is required, assessment criteria have been included in the body of the unit standard.

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented.
  • Make sure evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.
