PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to start up and shut down machinery, maintain the output of machinery and assist with bunkering procedures. They will also be able to assist with pumping operations on board a vessel.

People credited with this unit standard are able to:
  • Start up and shut down marine machinery within their sphere of responsibility.
  • Maintain the output of marine machinery within their sphere of responsibility.
  • Assist with safe bunkering operations.
  • Assist with pumping operations within their sphere of responsibility. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard.

  • UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:
    In compliance with current Maritime Legislation, Codes and Practices, the scope of this unit standard covers the competence to assist with the safe operation of a vessel`s main and auxiliary machinery, and control systems as required by an engine room rating (oiler), on board a seagoing vessel.
    Specific range statements are provided in the body of the unit standard where they apply to particular specific outcome or assessment criteria. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Start up and shut down marine machinery. 
    OUTCOME RANGE 
    Machinery includes but is not limited to: propulsion units and associated control systems, auxiliary equipment (cooling water systems, lubrication oil systems, compressed air systems, pneumatic and hydraulic systems). 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Preparation of machinery for its intended operation is performed in accordance with operating instructions and manufacturer`s specifications. 

    ASSESSMENT CRITERION 2 
    Operation of machinery is in accordance with its design and intended purpose, established safety rules, regulations and defined operating instructions. 

    ASSESSMENT CRITERION 3 
    Operation of machinery is conducted in a manner that avoids or minimises possible pollution of the marine environment, in accordance with legislation and operating procedures. 

    ASSESSMENT CRITERION 4 
    Condition of machinery and instrument readings are monitored and parameters maintained within defined levels during start up and shut down operations. 

    ASSESSMENT CRITERION 5 
    Notice of operations is made in the required format and timeframe, to enable other personnel to carry out their responsibilities safely and efficiently. 

    ASSESSMENT CRITERION 6 
    Malfunctions and irregularities are identified and reported in required format and time frame to appropriate superior, in accordance with operating procedures. 

    SPECIFIC OUTCOME 2 
    Monitor the output of marine machinery. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Malfunctions and irregularities are identified and responses are appropriate to the nature of the problem and the operator scope of competence, in accordance with established safety rules, regulations and manufacturer`s recommendations. 

    ASSESSMENT CRITERION 2 
    Operation complies with required procedures to avoid pollution of the marine environment. 

    ASSESSMENT CRITERION 3 
    Operation of machinery complies with schedules, operating conditions and instructions received. 

    ASSESSMENT CRITERION 4 
    Machinery output is monitored and notified demand conditions maintained within defined limits, in accordance with operating procedures. 

    ASSESSMENT CRITERION 5 
    Operational emergency shut down is carried out in a manner that protects crew and machinery, as per Standard Operating Procedures. 

    ASSESSMENT CRITERION 6 
    Irregularities, defects or damages are identified and reported in the required timeframe that minimizes downtime and promotes rapid solution of problems, in accordance with stipulated procedures. 

    ASSESSMENT CRITERION 7 
    Conditions under which emergency shutdowns are required are described in terms of manufacturer`s specifications and operating procedures. 

    SPECIFIC OUTCOME 3 
    Assist with bunkering operation. 
    OUTCOME RANGE 
    Bunkering operations are completed in a safe manner and in accordance with legislation and codes of practice. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Preparation for the bunkering procedures are made in accordance with established safety rules regulations and defined operating instructions, and International Safety Management guidelines. 

    ASSESSMENT CRITERION 2 
    Operation procedures for bunkering are followed and managed in such a manner that any possible pollution of the marine environment is avoided. 

    ASSESSMENT CRITERION 3 
    Methods used to take sounding and ullages for recording of tank capacities, before commencement and during the bunkering operation are conducted in line with best practice and vessel operating procedures. 

    ASSESSMENT CRITERION 4 
    The interpretation of tank capacity tables for a vessel are interpreted in line with accepted industry methods. 

    ASSESSMENT CRITERION 5 
    Communication between all parties involved in a bunkering operation is clear and promotes safe and efficient operation at all times. 

    SPECIFIC OUTCOME 4 
    Assist with pumping operations. 
    OUTCOME RANGE 
    Pumping operations include but are not limited to: bilge, ballast, fuel, cargo. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Pumping arrangements and types of pumps in use are identified in terms of the a diagram presented. 

    ASSESSMENT CRITERION 2 
    Preparation and line-up of a system for operation is performed following the sequential operation of valves in the system. 

    ASSESSMENT CRITERION 3 
    Operations are conducted in a manner that minimizes possible pollution of the marine environment, in accordance with Standard Operating Procedures. 

    ASSESSMENT CRITERION 4 
    Monitoring, recording and reporting the condition of pumping performance is performed in accordance with regulations in terms of manner, format and designated recipient of the report. 

    ASSESSMENT CRITERION 5 
    Irregularities and malfunctions during pumping operations are identified and reported in accordance with defined procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Providers of learning towards this unit standard will need to meet the accreditation requirements of the relevant ETQA.

    Moderation Option: The moderation requirements of the relevant ETQA must be met in order to award credit to learners for this unit standard. 

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The following essential embedded knowledge will be assessed through assessment of the specific outcomes in terms of the stipulated assessment criteria. Candidates are unlikely to achieve all the specific outcomes, to the standards described in the assessment criteria, without knowledge of the listed embedded knowledge. This means that for the most part, the possession or lack of the knowledge can be directly inferred from the quality of the candidate`s performance. Where direct assessment of knowledge is required, assessment criteria have been included in the body of the unit standard.
  • Operation of all marine machinery and equipment is carried out according to instructions and in accordance with regulations.
  • Safety is of prime importance with the operation of all machinery.
  • The importance of communicating in a prompt and efficient manner all malfunctions and deviations experienced when operating machinery.
  • Prevention of pollution of the marine environment is governed by regulation; (MARPOL) legislated by the International Maritime Organization.
  • Guidance in correct operation of equipment is provided in The Code of Safe Working Practices for Seamen.

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.

    The following particular issues should be taken into consideration when assessing against this unit standard:
  • All candidates to be assessed for this unit standard are required to provide evidence of competence (obtained by attending an approved course) in the following:

    (i) First Aid at Sea.
    (ii) Fire Fighting
    (iii) Proficiency in Survival Craft
  • Evidence is required with regard to the candidate being medically fit.
  • Evidence is required with regard to legislated time served at sea.
  • The importance of both safety and due care and consideration for the environment is to be kept in mind when assessing a candidate for this unit standard.
