PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard is able to work safely on board a fishing vessel. They are able to identify and handle hazards and risks in their own working area as well as extinguish and control a fire.

People credited with this unit standard are able to:
  • Select, wear, and operate protective clothing and life support equipment
  • Identify hazards and report risk areas in the work area, and
  • Extinguish and control fire. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard:
  • Communication at NQF Level 2 and Mathematics Literacy at NQF Level 2. 

  • UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:

    Procedures may include: Compressed Air Breathing Apparatus (CABA), procedures, standard operating procedures, manufacturer`s specifications, Maritime Fire Services training manual, and codes of practice.

    Various forms of water delivery may be: jet, spray, fog, and bucket.

    Appropriate foam may include: protein foams, aqueous film foaming foams, alcohol resistant foams, and high expansion foam.
    Regulations include: International Convention on Standards of Training, Certification and Watchkeeping, STCW 95, Proposed STCW for Fishing 11/2, 11/3, 11/4.

    Risks and hazards may include: switchboards, structures, procedures, substances, and physical features which by their description pose a threat to life and the ship.

    Risk areas include: galleys, cargo areas, fuel storage areas, paint and solvent storage areas, crew quarters, pump rooms, battery rooms, and engine rooms.

    Specific range statements are provided in the body of the unit standard where they apply to particular specific outcomes or assessment criteria. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Select, wear, and operate protective clothing and life support equipment. 
    OUTCOME RANGE 
    Personal protective clothing includes, but is not llimited to - fire-fighters` turn-out clothing, chemical splash suit, gas tight suits;
    personal protection equipment includes, but is not llimited to - compressed Air Breathing Apparatus (CABA), air lines, Distress Signal Registereds (DSU), closed circuit breathing apparatus. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Personal protective clothing and equipment are confirmed as operational before to entry into fire and emergency situations, in accordance with vessel safety procedures. 

    ASSESSMENT CRITERION 2 
    Protective clothing and life support equipment selected and worn in fire, emergency, and training situations is appropriate to the particular context, and used in a way that promotes a safe environment for the fire-fighter, in accordance with South African Maritime Safety Authority (SAMSA) rules and regulations. 

    ASSESSMENT CRITERION 3 
    Equipment is tested and operated in accordance with its design and purpose, the manufacturer`s specifications and prescribed safety procedures. 

    ASSESSMENT CRITERION 4 
    Communication equipment is verified to be operational in accordance with vessel safety and radio procedures. 
    ASSESSMENT CRITERION RANGE 
    Communication equipment includes, but is not llimited to - 2-way radio, fire resistant rope or line.
     

    SPECIFIC OUTCOME 2 
    Identify fire hazards and report risk areas in the work area. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Fire risks and hazards within the work area are identified and explained with reference to crew and/or vessel safety, in accordance with vessel safety procedures. 

    ASSESSMENT CRITERION 2 
    Actions taken to reduce or eliminate hazards - including direct action within personal scope of competence and authority, or reporting to the responsible officer - are appropriate to the type of the hazard, and in line with established rules and regulations. 

    ASSESSMENT CRITERION 3 
    Identified damage or defects, which may lead to fire, are reported to the responsible officer with a the urgency appropriate to the context and nature of damage or defect. 

    SPECIFIC OUTCOME 3 
    Extinguish and control fire. 
    OUTCOME RANGE 
    Extinguish and control fire includes, but is not llimited to: the application of water, foam, and chemical agent to fires; attacking of fires using compressed gas and smothering devices. Fire suppression is carried out under the direction of fire suppression team leaders. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Personal protection is maintained throughout the fire suppression operation. 

    ASSESSMENT CRITERION 2 
    The equipment selected is appropriate for the fire type and nature. It is directed and operated to control and extinguish the fire, in accordance with operating instructions and organisational drills. 
    ASSESSMENT CRITERION RANGE 
    Equipment includes, but is not llimited to: branches, hoses, hydrants, extinguishers, monitors, permanent extinguishing systems.
     

    ASSESSMENT CRITERION 3 
    Fire-fighting activities carried out are timely and conducted in a safe manner so as to extinguish the fire as quickly as possible and minimise damage to the ship and injury to personnel. 

    ASSESSMENT CRITERION 4 
    Specific safety procedures applying to the use of fire suppression mechanisms are described with reference to personal and crew safety. 
    ASSESSMENT CRITERION RANGE 
    Specific safety procedures apply to the use of chemical agents.
    Chemical agents include, but are not limited to: dry powder and carbon dioxide.
     

    ASSESSMENT CRITERION 5 
    Extinguishing agents are applied following strategic and tactical guidelines with due regard to the quantities required for fast knockdown of the fire situation, structural and ship contents damage, and violent reaction with chemicals and other materials. 
    ASSESSMENT CRITERION RANGE 
    Extinguishing agents include, but are not limited to:

    Foam equipment: low expansion foam branches, medium expansion foam branches, high expansion foam registereds, installed or fixed foam systems, and portable extinguishers.

    Mechanical smothering devices: lids, cowls of deep fryers, fire blankets, and shutters.

    Installed fire suppression and detection: sprinklers and drenches, automatic and manual alarms, booster and hydrant systems, gas suppression systems, mechanical venting and air handling systems, evacuation alarm systems, and smoke and heat detectors.
     

    ASSESSMENT CRITERION 6 
    Operation of equipment is carried out in accordance with these regulations when utilising these agents.

    Accreditation Options: Providers of learning towards this unit standard will need to meet the accreditation requirements of the relevant ETQA.

    Moderation Option: The moderation requirements of the relevant ETQA must be met in order to award credit to learners for this unit standard. 

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The following essential embedded knowledge will be assessed through assessment of the specific outcomes in terms of the stipulated assessment criteria. Candidates are unlikely to achieve all the specific outcomes, to the standards described in the assessment criteria, without knowledge of the listed embedded knowledge. This means that for the most part, the possession or lack of the knowledge can be directly inferred from the quality of the candidate`s performance. Where direct assessment of knowledge is required, assessment criteria have been included in the body of the unit standard.
  • Guidance in correct operation of equipment is provided in The Code of Safe Working Practices for Seamen.
  • Prevention of pollution of the marine environment is governed by regulation, (MARPOL) legislated by the International Maritime Organisation.

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.

    The following particular issues should be taken into consideration when assessing against this unit standard:
  • All candidates to be assessed for this unit standard are required to provide evidence of competence (usually after attending an approved course) in the following
    (i) Basic First Aid.
    (ii) Fire Fighting
  • Evidence is required with regard to the candidate being medically fit.
  • The importance of both safety and due care and consideration for the environment is to be kept in mind when assessing a candidate for this unit standard.
