PURPOSE OF THE UNIT STANDARD 
A learner credited with this unit standard will be able to:
  • Work on live 3kV DC OHTE or to clearance from exposed "live" high-voltage electrical equipment 3kV DC, 25 kV and 50kV AC OHTE and all transmission lines and associated equipment from a mechanised maintenance vehicle.
  • Identify and react to signs and warning boards related to high-voltage OHTE.
  • Supervise personnel to work safely from a mechanised maintenance vehicle.
  • Work safely from a mechanised maintenance vehicle.
  • Identify OHTE sub-standards conditions, rectify and/or report, thus contributing to the safe running of electric trains, as well as ensuring the continuity of power supply in the Rail Sector. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in the following:
  • Understanding Train Working Rules.
  • In possession of relevant certificate of authority for OHTE.
  • In possession of a driver's license with a professional driving permit (PRDP).
  • Mathematical Literacy at NQF Level 3.
  • Communication at NQF Level 3. 

  • UNIT STANDARD RANGE 
    The level assigned to this standard is appropriate because performance must be carried out:
  • Under different weather conditions.
  • During day and night time.
  • Within a specific operational time-span to minimize delays.
  • In different yard layouts/stations/sidings/sections.
  • By all infrastructure personnel.

    This unit standard is applicable to people performing supervision and/or working to clearance from or on high-voltage OHTE under isolated and earthed or live 3KV DC conditions with a mechanized maintenance vehicle.

    Prepare the mechanised maintenance vehicle.

    Vehicle is inspected according to company-specific procedures to comply with the relevant instructions. 

    ASSESSMENT CRITERION 2 
    All loose equipment and material are secured as per company-specific instructions. 

    ASSESSMENT CRITERION 3 
    All gate chains and safety locks are secured as per company specific instructions. 

    ASSESSMENT CRITERION 4 
    Mobile aerial platforms are retracted and secured in the travelling position as per company-specific instructions. 

    ASSESSMENT CRITERION 5 
    Work permit is obtained correctly and timeously when work is performed under isolated and earthed conditions according to work-permit procedures. 

    SPECIFIC OUTCOME 2 
    Operate the mechanised maintenance vehicle.

    Relevant TWR applicable to mechanised maintenance vehicle are applied and/or ensured.

    Appropriate protective equipment and clothing are used and worn as per company specific instructions.

    Work permit is cancelled correctly and timeously according to work-permit procedures when permit was issued.

    Shut down and secure the mechanised maintenance vehicle.

    Rail gear, pantograph and all other equipment are secured according to manufacturer's specifications and company specific instructions. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing or moderating a learner against this unit standard must be trained, qualified, certified and re-certified as an assessor/moderator in the OHTE/Substation division in accordance with the specific validation regulations relevant to the specific unit standard and registered with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this Qualification must be accredited as a provider with the relevant ETQA body or has a Memorandum of Understanding with a relevant ETQA.
  • The relevant ETQA body will oversee assessment and moderation of assessment or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessment at exit points of the Qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual Unit Standards as well as the integrated competence described in the Qualification.
