PURPOSE OF THE UNIT STANDARD 
Learners will be ensured of driving competence with the required skills, values and knowledge reflected in this unit standard and obtain their driver's licence. Learners who achieve this unit standard will demonstrate attitudes related to road users to reduce driving risks and maintain safety on the roads, drive a light motor vehicle in accordance with defensive driving and legal requirements, and demonstrate techniques and procedures to improve driving skills.

A person credited with this unit standard is able to:
  • Demonstrate attitudes related to drivers to reduce driving risks and maintain safety on the roads.
  • Demonstrate techniques to improve driving skills and apply the system of vehicle control.
  • Drive a motor vehicle in accordance with the system of vehicle control requirements with specific reference to the applicable K53 tests.

    The achievement of this unit standard contributes to the exit level outcomes required for the National Certificate in Professional Driving at Level 3 and related qualifications. It further contributes to the professional development of learners within the road users environment and provides further mobility and portability within the field of transport to improve road safety. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that the learner has the following knowledge and skills:
  • Communication at NQF Level 1 or equivalent.
  • Mathematical Literacy at NQF Level 1 or equivalent.
  • The qualification design is based on the assumption that learners have already attained NOF Level 1 Mathematic Literacy and Communication and Language competence. In addition, the learner should already have a learner's licence to drive a motor vehicle.
  • Applicants shall adhere and meet the legal requirements of the regulations stated in the National Road Traffic Act No 93 of 1996, chapter 4 "Fitness of driver". 

  • UNIT STANDARD RANGE 
    The typical scope of this unit standard:
  • Safe driving practice includes but is not limited to all road signs, markings and signals, legal requirements and positive attitude.
  • Assessment of the learner shall be conducted in compliance with National Road Traffic Act No 93 of 1996.
  • The terms driving, operating and riding are used as synonyms where applicable.
  • The terms vehicle can refer to category of vehicle being motor cycle, light motor vehicle, heavy motor vehicle where applicable.
  • The term road refers to any public road.
  • The learner must meet the prescribed legal requirements.
  • Learner driver's licence for motor vehicles.
  • The credentialing certificate must stipulate the following aspects regarding the learner's assessment: vehicle restrictions, driver restrictions and licence code. 

  • Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Demonstrate attitudes related to drivers to reduce driving risks and maintain safety on the roads. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Factors that influence hazards and dangers are identified, shown and described for appropriate driver action. 

    ASSESSMENT CRITERION 2 
    The safe driving of a motor vehicle is defined and demonstrated by utilising clear space driving and ensuring that the space around the vehicle remains safe. 

    ASSESSMENT CRITERION 3 
    The correct speed for traffic conditions are explained and demonstrated by describing the factors influencing vehicle movements. 

    ASSESSMENT CRITERION 4 
    The driver is able to demonstrate knowledge of different techniques of observation and apply this knowledge to own driving. 

    ASSESSMENT CRITERION 5 
    The driver is able to explain the effects of alcohol consumption, drug usage and fatigue on the driving ability of drivers. 

    ASSESSMENT CRITERION 6 
    The advantages of wearing seat belts are described and the driver is able to demonstrate the use of the child restraint apparatus. 

    ASSESSMENT CRITERION 7 
    Road and traffic situations are simulated and escape routes are identified to maintain safety. 

    SPECIFIC OUTCOME 2 
    Demonstrate techniques to improve driving skills and apply the system of vehicle control. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The factors involved in driving on a freeway and the procedures to follow upon entering and exiting a freeway are explained, described and demonstrated. 

    ASSESSMENT CRITERION 2 
    The driver is able to indicate, describe and demonstrate how to change lanes and when it is safe to do so. 

    ASSESSMENT CRITERION 3 
    An understanding of visibility, position and placement of vehicles on the road at night and the hazards of night driving are described and explained. 

    ASSESSMENT CRITERION 4 
    The driver will be able to describe an awareness of the danger of driving in wet weather and demonstrate how to drive safely in unfavourable conditions. 

    ASSESSMENT CRITERION 5 
    The driver will be able to explain vehicle emergencies and identify proper and prompt reaction to crashes and emergencies. 

    SPECIFIC OUTCOME 3 
    Drive a motor vehicle in accordance with the system of vehicle control requirements with specific reference to the applicable K53 tests. 
    OUTCOME RANGE 
    Applicable tests include K53 Volume 1 motor vehicle, K53 Volume 2 heavy motor vehicles, K53 Volume 3 motor cycles, K53 Volume 4 light motor vehicle combinations. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Vehicle components are inspected in a systematic way in order to comply with the National Road Traffic Act No 93 of 1996 as amended. 

    ASSESSMENT CRITERION 2 
    The pre-trip inspection is recorded and in accordance with test requirements. 
    ASSESSMENT CRITERION RANGE 
    Inspection includes the exterior and interior of the vehicle.
     

    ASSESSMENT CRITERION 3 
    All defects are identified accurately, comprehensively and timeously, so that the necessary actions to rectify defects are initiated. 

    ASSESSMENT CRITERION 4 
    The driver is able to apply the system of vehicle control for specific categories of vehicle as identified in respect of the yard and road tests as prescribed. 

    ASSESSMENT CRITERION 5 
    The motor vehicle is driven in accordance with the legal requirements to achieve a valid driving licence. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    The assessment will be governed by the policies and guidelines of the relevant Education and Training Quality Assuror (ETQA) that has jurisdiction over this field of learning in accordance with the relevant legislation.

    The assessor will (at the very least) be accredited and have a relevant qualification as prescribed in the relevant legislation and be a subject matter expert in this learning area and/or at least have 3 years experience in the skills specific area.

    The learner can be assessed against this unit standard to obtain credits or as part of an integrated assessment for a qualification:
  • Internal moderation.
  • External moderation.
  • An assessor, accredited by the relevant ETQA, will assess the learner's competency.
  • Assessment procedures will be supplied by the ETQA in alignment with NSB requirements.

    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes. Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again.
  • All assessments should be conducted in line with the following well-documented principles: assessment should be appropriate, fair, manageable, integrated into work or learning, valid, and consistent. Evidence should be authentic, sufficient, and current.
  • Assessment of this standard can be carried out through continuous assessment throughout the course of study and specific performances assessed.
  • Provision needs to be made for learners with special needs.
  • The assessment that is completed at the driving licence testing centre must be completed in accordance with prescribed legal requirements.

    Driving licence testing centre: registered and graded as prescribed in the National Road Traffic Act:
  • Code 1 learner driving licence for motor cycles refers to the category A1 and A as prescribed in relevant regulations.
  • Code 2 learner driving licence for light motor vehicles refers to category B and EB as prescribed in relevant regulations.
  • Code 3 refers to learner driving licence for heavy motor vehicles refers to category C1, C, EC1 and EC as prescribed in relevant regulations.
