PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful for personnel compiling duty rosters as per operational requirements. It is intended to describe the key skills and knowledge requirements for personnel who operate in defined working environments, in compliance with legislative requirements, codes and practices.

People credited with this unit standard are able to:
  • Identify operating requirements.
  • Establish work rosters.
  • Resolve difficulties with planned rosters.
  • Finalise work rosters.

    Notices for each service are identified and kept up to date within roster operations, in accordance with site specific procedures. 

    ASSESSMENT CRITERION 2 
    Changes to notices and/or special instructions are identified and their affect on operation and support areas are assessed in terms of personnel requirements. 

    ASSESSMENT CRITERION 3 
    Service running times are identified on the system for each line or service, to determine personnel requirements for planned services. 

    ASSESSMENT CRITERION 4 
    Potential operational problems are identified and their impact on personnel needs determined. 

    ASSESSMENT CRITERION 5 
    Contingency plans for anticipated problems are developed in terms of company specific policy.

    ASSESSMENT CRITERION 1 
    Rosters are developed to cover all work requirements with regard to relevant industrial and/or organisational conditions, absenteeism levels and planned leave. 

    ASSESSMENT CRITERION 2 
    Rosters are set up in compliance with occupational health and safety regulations applicable to shift work, shift duration and rest periods.

    Support activities required to meet changes in service provision are assessed and necessary resources are identified and allocated in the roster.

    Rosters, and amended rosters, are communicated to all affected personnel in accordance with site specific policies and procedures.

    Clashes or problems with planned or amended rosters are identified via set communication and procedural channels, in accordance with site specific procedures. 
    ASSESSMENT CRITERION RANGE 
    Problems include:
  • Fitness for duty at sign on, competence in terms of requirements, Occupational Health and Safety (OHS) requirements.
     

  • ASSESSMENT CRITERION 2 
    Clashes or problems with amended rosters are resolved within the work area in accordance with site specific policies and procedures, and in consultation with planning centres. 

    ASSESSMENT CRITERION 3 
    Difficulties relating to new work requirements outside of own scope of authority are resolved with planning centres and the appropriate work areas. 

    ASSESSMENT CRITERION 4 
    Work area changes or amended work outcomes are communicated to centralised planning centres to ensure that the personnel management database is updated accordingly.

    Notes to Assessors:

    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: Appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.

    The following particular issues should be taken into consideration when assessing against this unit standard:
  • Methods of assessment should include:
    > Written tests/case studies.
    > Oral/on-the-job.
    > In situ (on-the-job) observations.
    > Simulation.
    > Role-play/structured classroom discussions and oral tests.
  • These methods must be carefully selected based on the purpose of the assessment (for example, the written method could be used to assess knowledge or on-the-job demonstration for practical competence).
