PURPOSE OF THE UNIT STANDARD 
A learner will be able to administer the Wooden Train Staff system of train control by planning rail movement, completing warning advices and will be able to conform to POSMOR and related train working rules in a specific railway environment in order to contribute to safe movement on rail.

The qualifying learner will be capable of:
  • Planning rail movement.
  • Making rail movement arrangements.
  • Authorising rail movement.
  • Communicating and recording train movement according to train working rules.

    SPECIFIC OUTCOME 1 
    Plan rail movement. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Rail movement information is gathered in terms of immediate operational requirements. 
    ASSESSMENT CRITERION RANGE 
    Information includes but is not limited to type of train, crossing of trains, passing of trains, timetables of commuter and freight trains.
     

    ASSESSMENT CRITERION 2 
    Rail movement running times are calculated in terms of the gathered information. 

    ASSESSMENT CRITERION 3 
    Rail movements are planned according to operational requirements. 
    ASSESSMENT CRITERION RANGE 
    Movements include but are not limited to run through, crossing and shunting.
     

    SPECIFIC OUTCOME 2 
    Make rail movement arrangements. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Train arrangements are made in conjunction with other role-players in accordance with organisational procedures. 
    ASSESSMENT CRITERION RANGE 
    Roleplayers include but are not limited to neighbouring station/s and Joint Operating Office.
     

    ASSESSMENT CRITERION 2 
    Predictable Service concepts are introduced during arrangements and planning. 

    ASSESSMENT CRITERION 3 
    Train arrangements diagrams are completed in accordance with organisational procedures. 

    ASSESSMENT CRITERION 4 
    Planned movements are communicated and agreed upon with neighbouring stations in accordance with organisational procedures. 

    ASSESSMENT CRITERION 5 
    Information about movement is recorded in the train register in accordance with organisational procedures. 

    SPECIFIC OUTCOME 3 
    Authorise rail movement. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Wooden train staff is issued and paper tickets are completed according to information conveyed and train crossings arrangements diagram. 

    ASSESSMENT CRITERION 2 
    Wooden train staff and paper tickets are handed over to train personnel in accordance with organisational procedures. 
    ASSESSMENT CRITERION RANGE 
    Train in motion or stationary.
     

    ASSESSMENT CRITERION 3 
    Procedures under degraded mode are explained according to train working rules. 

    SPECIFIC OUTCOME 4 
    Communicate and record train movement according to train working rules.

    Train movements are updated in the train register in accordance with organisational procedures. 

    ASSESSMENT CRITERION 2 
    Train arrivals/departures are communicated to neighbouring stations in accordance with organisational procedures. 

    ASSESSMENT CRITERION 3 
    Confirmation of train's arrival at unattended place is recorded in accordance with organisational procedures. 

    ASSESSMENT CRITERION 4 
    Train arrivals at and departures from unattended places are communicated to neighbouring stations in accordance with organisational procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this Unit Standard must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in the specific outcomes of the unit standard as well as the integrated competence described in the purpose of the unit standard.
