PURPOSE OF THE UNIT STANDARD 
A learner accredited with this standard will now be capable of handing and storing hazardous/dangerous goods safely in accordance with national and international statutory requirements in any freight handling environment. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
  • NQF 1 or General Education and Training Certificate;
  • 'Occupational Health, Safety and General Housekeeping';
  • 'Safe packing, Handling and Securing of Freight'. 

  • UNIT STANDARD RANGE 
    This learning is aimed at individuals entering or currently employed in any capacity where handling of hazardous/dangerous and dangerous freight occurs across a range of different environments. The applied competence expressed in this standard covers largely familiar scenarios requiring limited discretion and judgement, and the responsibility that is defined in terms of relevant legislation.

    1. Generate and consider options and possibilities for the demarcation and safe handling and storage of dangerous/hazardous/dangerous goods with due consideration for the environment (this competency should be assessed by making use of classroom discussions and a project).

    2. Identify the most appropriate course of action in relation to:
    a. Safe working practices and procedures in the handling and storage of specific dangerous and hazardous/dangerous goods;
    b. Potential hazards in the working environment.

    3. Explain the choice of a particular method of handling and storage in relation to specific hazardous/dangerous freight types, the precautions to take and the aspects of applicable legislation taken into account.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.

    2. Any institution offering learning that will enable achievement of this unit standard must be accredited by the Freight Handling Chamber of the Transport SETA and/or relevant ETQA.

    3. Moderation of assessment will be done by the relevant ETQA at its discretion. 

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The learner can understand, explain and apply:

    1. The categorisation of dangerous and hazardous/dangerous goods as it pertains to the selection and utilization of handling equipment, storage facilities and securing techniques.

    2. The relevant legislation (e.g. Occupational Health and Safety Act, Pollution Control Act) and international standards pertaining to the dangerous and hazardous/dangerous goods classification, handling environment, handling method and packaging and labelling requirements.

    3. Relevant information sources available to maintain awareness in the handling and storage of dangerous and hazardous/dangerous goods (e.g. IMDG code - maritime industry).

    4. Protection of the environment and a basic understanding of urban waste disposal systems (e.g. sewers, separators etc).

    5. The range of personal protective equipment worn during handling and storage of hazardous/dangerous freight.

    6. Basic emergency care procedures, emergency support systems and services available.

    7. The potential hazards of dangerous goods (e.g. toxic, corrosive, flammable/explosive substances). 


    Critical Cross-field Outcomes (CCFO): 

    UNIT STANDARD CCFO IDENTIFYING 
    Identify and solve problems in applying the most appropriate method of damage control in the event of an accident or incident (e.g. relocating hazardous/dangerous freight). 

    UNIT STANDARD CCFO ORGANISING 
    Manage and organise oneself when demonstrating initiative in selecting and utilising personal protective equipment suitable to the freight type and class. 

    UNIT STANDARD CCFO COLLECTING 
    Collect, analyse, organise and critically evaluate information in order to select and apply the most efficient and safe method of handling different dangerous and hazardous/dangerous goods. 

    UNIT STANDARD CCFO COMMUNICATING 
    Communicate information about the application of relevant legislation (e.g. Occupational Health and Safety Act) to ensure meticulous compliance and to encourage all colleagues to apply such legislation in accordance with national (and where applicable) international safety and environmental standards.
