PURPOSE OF THE UNIT STANDARD 
A learner accredited with this standard will be able to plan and allocate the resources required to maximise efficiencies in service and freight movement (whilst minimising resource costs) in achieving targets in a dynamic freight logistics environment. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
  • National Certificate in Freight Handling, or equivalent at NQF 3;
  • 'Communicating at an Advanced Level and Maintaining Interpersonal Relations';
  • 'Applying Advanced Business Principles'. 

  • UNIT STANDARD RANGE 
    The applied competence expressed in this standard cover procedures and activities requiring the formulation of responses to resolve both concrete and abstract problems, based on the analysis and evaluation of a wide range of information. The learner has full accountability for achieving personal and group output, with respect to the selection and utilisation of resources in a freight handling environment, within broad parameters to maximise efficiencies in service and freight movement.

    Definitions:

    1. Product knowledge
    An understanding of particular types of freight and the inherent composition of goods relating to solids, liquids, and gaseous materials with respect to package types and necessary movement and storage requirements.

    2. Care and Handling
    An expert knowledge of product care and handling techniques, utilising management skills towards effectively controlling movements of goods in relation to specific freight type, and in compliance with the customers requirements.

    3. Resources Selection
    Managing the use of human, mechanical and equipment resources with regard to product and package type, utilising the most safe and effective means for handling each product type, in relation to each particular transit period requirement.

    4. Safety and Securing of Freight
    Control and management of freight movements within international and national safety legislation, and utilising the agreed standards set within such legislative bodies to safely secure specific freight type needs within the transit cycle.

    5. Work Study
    Work-study is based on:
    i) Method study which involves a critical examination of factors and resources involved in existing and proposed ways of doing work in different contexts, in order to develop and implement more effective and efficient work methods, and
    ii) Work measurement, which is used to determine the time it should take for a particular work, in order to effect improvement.

    Plan freight placement to ensure optimal internal movements of freight.

    Plan freight placement (e.g. stacking techniques) to ensure optimal (effective and efficient) internal movements of freight, taking into account picking activity, storage and handling methods, company stockholding policy and safety requirements.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.

    2. Any institution offering learning that will enable achievement of this unit standard must be registered with the FE/HE Registrar and the programs offered by this institution must be accredited with the relevant ETQA.

    3. Moderation of assessment will be done by the relevant ETQA at its discretion.

    The learner can understand, explain and apply:

    1. Freight types and the different resources required (e.g. perishables require special storage conditions; flammable freight require catchment sumps, sprinkler systems).

    2. Different freight movements (e.g. flow through vs. U-flow), storage techniques and workflow principles (LIFO, FIFO etc).

    3. Product characteristics (e.g. hazardous/dangerous) and packaging (e.g. loose, bulk) and level of activity (e.g. inward and outward volumes, stockholding levels).

    4. Logistical systems relevant to different freight types (solids, liquids and gases including handling, transport and storage methods.

    5. Strategic planning environmental and local authority restrictions (e.g. product inherent vice necessitate specific storage techniques).

    6. Organisational financial/budgetary constraints in the planning and utilisation of resources, such as human; machinery (e.g. pallet truck) and equipment (e.g. pallet- jack, scanners, computers on board weigh counters); space and time, so as not to comprise future spending requirements.

    7. Relevant legislation and regulations including Basic conditions of Employment Act, Employment Equity Act and OHS Act.

    8. Resource information for use in operational plans, and where to source requisite information.

    9. Basic work study principles and their impact on productivity.

    10. Methods, systems and practices (operating technologies) which enhance productivity.

    Managing and organising oneself by planning, sourcing and allocating equipment required for the effective and efficient handling/movement of freight, giving cognisance to external factors (e.g. loading docks, storage methods, floor plan, labelling techniques). 

    UNIT STANDARD CCFO COLLECTING 
    Collect, analyse, organise and critically evaluate space availability and planning future storage requirements, giving cognisance to historical data, current economic fluctuations, anticipated customer requirements and freight characteristics (e.g. perishable products).

    Collect, analyse, organise and critically evaluate continuous and cost-effective measurement of manpower performance, and equipment and materials utilisation (e.g. continuous measurement of loss - loss control). 

    UNIT STANDARD CCFO DEMONSTRATING 
    Demonstrate initiative in monitoring resource (human and equipment) operational performance by implementing performance appraisal systems.

    Demonstrate initiative by planning, motivating for and implementing new workflow processes and new technologies for enhanced productivity, performance and cost effectiveness in the workplace.

    Demonstrate ability to plan and monitor the training and development of staff to ensure competence at every level with the introduction of new technologies and the need for resource care and maintenance.

    Demonstrate initiative in planning for and implementing contingency plans in the event of unforeseen circumstances (e.g. labour unrest; storage accidents; faulty equipment resources; time constraints).

    Demonstrate initiative in sourcing valid and reliable information to assist in efficient and effective resource planning, selection and allocation.

    Demonstrate initiative in contributing to continuous improvements in resource identification and selection, and work design by remaining aware of potential problems and customer requirements.
