PURPOSE OF THE UNIT STANDARD 
The Learner will be capable of:

Conveying abnormal freight by road, according to legislation as well as the guidelines for the granting of exemption permits for the conveyance of abnormal loads. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
What the Learner should know and be able to do, before starting this unit:
  • ABET Level IV English literacy
  • ABET Level IV Numeracy
  • Learner will have achieved:
    i) 'Operate a Vehicle Combination';
    ii) 'Convey General Freight'.

    Inspect the load.

    1. Validity of exemption permit is checked.

    2. Types of Permits are explained. 

    ASSESSMENT CRITERION 3 
    3. Standard Permit conditions are explained. 

    ASSESSMENT CRITERION 4 
    4. Adherence to conditions stipulated in exemption permit are checked and corrective action is taken where necessary. 
    ASSESSMENT CRITERION RANGE 
    Conditions include, but is not limited to: i) dimensions, ii) mass, iii) route, iv) warning devices, v) escorts.
     

    ASSESSMENT CRITERION 5 
    5. Documentation required in terms of the exemption permit is at hand for the trip. 
    ASSESSMENT CRITERION RANGE 
    Documentation includes, but is not limited to: i) permit, ii) vehicle registration certificate, iii) control certificate, iv) mass meter tickets, v) roadworthy certificate, vi) tachograph or any other device giving visual record of speed and distance travelled.

    Consider abnormal load effects whilst driving.

    3. Reflect on the impact of abnormal load on the dynamics of vehicle combination.

    The Learner will be able to explain and understand:

    1. Guidelines for the conveyance of abnormal loads as laid down in TRH 11, specifically with regard to:
  • Types of permits
  • Validity of permits
  • Definition of an abnormal load/vehicle
  • Correct loading techniques
  • Standard permit conditions.

    2. Impact of centre of gravity on the dynamics of the vehicle combination.

    3. Impact of the dynamics of the wheel system on the road surface, on the vehicle combination.

    Definitions:
  • Abnormal load: Abnormal load means a material object which, due to its dimensions and/or mass, cannot be transported on a vehicle or vehicles without exceeding the limitations of either dimensions or mass contained in Chapter III, Part Three and Part Four of the Road Traffic regulations
  • Abnormal vehicle: Abnormal vehicle means a vehicle or a combination of vehicles which, by virtue of its dimensions or mass, or a combination of both, does not comply with the requirements of Chapter III, Part Three and Part Four of the Road Traffic Regulations.
