PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who are, or who seek to be employed as a manager of a local economic development unit.

It provides the learner the opportunity to utilise the knowledge of local economic development and general management to develop and implement policy.

People credited with this Unit Standard are able to:
  • Demonstrate an understanding of the policy-making context and process;
  • Consult with stakeholder representatives;
  • Develop a local economic development policy for the local economic development Unit;
  • Implement the local economic development policy in the local economic development Unit and monitor its effectiveness. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in Communication at NQF Level 4. 

    UNIT STANDARD RANGE 
  • LED Unit includes any type of formalised focus on local economic development in local government with one or more persons responsible for the function on a full or part-time basis (at least two LED Units of different sizes and challenges must be used).
  • Legislation and regulations for local economic development.
  • Public administration and management principles.
  • Local economic development policy (and policy planning processes) from national to project level.
  • All local economic development stakeholders filtered through a stakeholder analysis.

    3. Information from the stakeholder meetings is assembled, collated and analysed with regard to local economic development policy making.

    3. Acceptance of the local economic development unit policy is gained from the authorising role player(s).

    1. The local economic development policy is applied on the basis of a strategic implementation plan compiled and implemented by the local economic development Unit members.

    2. The effectiveness of the local economic development policy is continuously monitored and reviewed in terms of the agreed success factors (i.e. quality criteria). 

    ASSESSMENT CRITERION 3 
    3. Recommended changes and possible improvements are recorded, considered and where appropriate, implemented through the up-dated strategic implementation plan. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    2. Any institution offering learning that will enable achievement of this Unit Standard or will assess this Unit Standard must be accredited as a provider with the relevant ETQ, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    4. Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
