PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard is able to maintain and use equipment with specific instructions. They are also able to assist with anchoring procedures of a vessel.

A person credited with this unit standard will be competent to:
  • Use maintenance equipment
  • Utilise operational equipment
  • Use access equipment
  • Contribute to anchoring procedures 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard:
  • Communication and mathematics literacy at NQF Level 2.
  • Basic knowledge and/or skills equivalent to qualification as an Ordinary Seaman. 

  • UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:
  • In compliance with current Maritime Legislation, Codes and Practices.
  • The scope of this unit standard will enable a person to work machinery, fittings and equipment commonly found on board the various types of vessels. 

  • Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Use maintenance equipment. 
    OUTCOME RANGE 
    Types of equipment include, but is not limited to: maintenance and cleaning equipment. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Scaling machines are used in accordance with manufacturer`s instructions and standard operating procedures, and de-scaling is achieved within agreed time periods. 

    ASSESSMENT CRITERION 2 
    Cargo compartment cleaning equipment is used in accordance with manufacturer`s instructions and all applicable safety regulations, and cargo compartments are left clean and free of contamination. 

    ASSESSMENT CRITERION 3 
    Paint spray equipment is appropriate to the area to be painted and type of paint, and is used in accordance with manufacturer`s instructions and applicable safety requirements. 

    ASSESSMENT CRITERION 4 
    Defects or irregularities are identified and actions taken are consistent with the urgency of the situation, the operator`s scope of competence, and standing instructions. 

    SPECIFIC OUTCOME 2 
    Utilise operational equipment. 
    OUTCOME RANGE 
    Types of equipment include, but are not limited to: cranes, derricks, hatch opening machinery. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Hatch opening devices are operated in accordance with their purpose and design, and hatches are opened within agreed time periods, following all safety procedures. 

    ASSESSMENT CRITERION 2 
    Cranes are operated to lift and move goods within weight limitations, in accordance with manufacturer`s instructions, standard operating procedures and all applicable safety regulations. 

    ASSESSMENT CRITERION 3 
    Derricks are operated to lift and move goods within weight limitations, in accordance with manufacturers instructions and Code of Safe Working practice. 

    ASSESSMENT CRITERION 4 
    Defects or irregularities are identified and actions taken are consistent with the urgency of the situation, the operator`s scope of competence, and standing instructions. 

    SPECIFIC OUTCOME 3 
    Use access equipment. 
    OUTCOME RANGE 
    Types of equipment include, but are not limited to: pilot ladders, gangways, accommodation ladders and closing appliances. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Pilot hoists are operated in accordance with Manufacturers` Instructions and as laid down in various Port and Pilot Regulations. 

    ASSESSMENT CRITERION 2 
    Gangways are operated in accordance with manufacturers` instructions and are, at all times, safely secured in accordance with Code of Safe Working practices. 

    ASSESSMENT CRITERION 3 
    Access doors are verified to be operational by closing and opening as stated in vessel operating instructions. 
    ASSESSMENT CRITERION RANGE 
    Doors include - fire, weather-tight and watertight doors.
     

    ASSESSMENT CRITERION 4 
    Defects or irregularities are identified and actions taken are consistent with the urgency of the situation, the operator`s scope of competence, and standing instructions. 

    SPECIFIC OUTCOME 4 
    Contribute to anchoring procedures. 
    OUTCOME RANGE 
    Equipment includes, but is not limited to: power-driven windlass, cable securing arrangements, anchor balls, cable hooks. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Windlass and ancillary equipment is tested and verified to be operational in accordance with Manufacturers Instructions. Defects are reported in the manner and timeframe specified in standing instructions. 

    ASSESSMENT CRITERION 2 
    The work area is well lit and kept clear and free of hazards throughout the operation, according to workplace procedures and code of safe working practices. 

    ASSESSMENT CRITERION 3 
    Equipment and materials used are appropriate to the nature of the task, as specified in vessel operating procedures. 

    ASSESSMENT CRITERION 4 
    Instructions are carried out in a safe and seamanlike manner, as defined in standard operating procedures. 

    ASSESSMENT CRITERION 5 
    Anchors and equipment are secured upon conclusion of operation according to workplace procedures and Masters Orders. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Providers of learning towards this unit standard will need to meet the accreditation requirements of the relevant and ETQA.

    Moderation Option:
    The moderation requirements of the relevant and ETQA must be met in order to award credit to learners for this unit standard. 

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The following essential embedded knowledge will be assessed through assessment of the specific outcomes in terms of the stipulated assessment criteria. Candidates are unlikely to achieve all the specific outcomes, to the standards described in the assessment criteria, without knowledge of the listed embedded knowledge. This means that for the most part, the possession or lack of the knowledge can be directly inferred from the quality of the candidate`s performance. Where direct assessment of knowledge is required, assessment criteria have been included in the body of the unit standard.
  • Approved sea-going experience.
  • Internationally recognised certification.
  • The knowledge and ability to operate all equipment, machinery and fittings in a safe and approved fashion.
  • The ability to interpret and use information from instruction manuals and all approved safety publications, both commercial and international. Correct terminology is used when communicating.

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.

    The following particular issues should be taken into consideration when assessing against this unit standard:
  • All candidates to be assessed for this unit standard are required to provide evidence of competence (obtained by attending an approved course) in the following:
    - First Aid at Sea
    - Fire Fighting
    - Proficiency in Survival Craft
  • Evidence is required with regard to the candidate being medically fit.
  • Evidence is required with regard to time served at sea.
  • The importance of both safety and due care and consideration for the environment is to be kept in mind when assessing a candidate for this unit standard.
