PURPOSE OF THE UNIT STANDARD 
This unit standard is for Policing Officials who conduct operational duties that include responding to serious and violent crime and other incidents such as disasters. The Policing Official who is the first person despatched to an incident; irrespective of organisation or unit, becomes the first responder, also referred to as the first member on the scene. This unit standard will contribute towards compliance with ethical -, legal - and organisational requirements applicable to the management of crime scenes.

Persons credited with this unit standard will be able to:
  • Respond to a scene incident first
  • Assess the incident
  • Take control of the scene
  • Establish a Command Centre to coordinate supporting role players to the Crime Scene Manager
  • Completion of administrative process regarding the incident 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The assumption is made that learners possess communication competencies at NQF level 4, comply to selection criteria for a police official in a police organization and has been introduced to the social dynamic's that influence policing and fundamental policing principles.

    Understanding and knowledge of law that is applicable to policing powers and functions is required.

    Respond to a scene incident first. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Understanding of the organisational procedures relating to disaster and crime scene management process is demonstrated. 

    ASSESSMENT CRITERION 2 
    The vehicle is equipped with the necessary equipment to secure the crime scene. 

    ASSESSMENT CRITERION 3 
    The safest and quickest route to the scene is taken to minimize the possibility of losing valuable time. 

    ASSESSMENT CRITERION 4 
    A safe approach to the crime scene is utilized to eliminate/prevent possible injuries. 

    ASSESSMENT CRITERION 5 
    The patrol vehicle is parked at a safe distance according to the checklist for the specific incident. 

    ASSESSMENT CRITERION 6 
    Arrival to the scene is confirmed to the command centre to keep the chain of command. 

    SPECIFIC OUTCOME 2 
    Assess the incident.

    Self-identification is done by means of positive identification documents to take over control at the scene.

    The situation is assessed to ascertain what has happened.

    The situation is assessed to determine safety risks.

    Logistical resources are identified to support the management of the crime scene.

    Experts needed to attend the crime scene are identified.

    Situation report is compiled for record purposes and forwarded to command centre.

    Injured persons are taken care of according to first aids standards.

    Position of injured persons are marked for record purposes.

    Emergency services are guided to the area where they are needed without contaminating or destroying possible evidence. 

    ASSESSMENT CRITERION 3 
    Suspects are identified and arrested according to organisational procedures. 

    ASSESSMENT CRITERION 4 
    People are identified and activated to render support at the scene. 

    ASSESSMENT CRITERION 5 
    The scene is secured by establishing an inner and outer cordon to preserve evidence and for safety purposes. 

    ASSESSMENT CRITERION 6 
    Exhibits are identified and secured to ensure that they are not contaminated. 

    ASSESSMENT CRITERION 7 
    Witnesses are identified, recorded and directed to a safe area. 

    ASSESSMENT CRITERION 8 
    Records are kept of all suspects and witnesses at the scene.

    A location outside the inner cordon is identified from where all supporting units and role players can be co-ordinated from. 

    ASSESSMENT CRITERION 2 
    Access to and from the scene is controlled to ensure that no unauthorised persons enter the scene and records are kept of persons leaving the scene. 

    ASSESSMENT CRITERION 3 
    All bystanders including the media and high ranking officials are directed in such a manner that they do not interfere with the investigation. 

    ASSESSMENT CRITERION 4 
    The command centre is structured to ensure effective communication and administration at the crime scene. 
    ASSESSMENT CRITERION NOTES 
    Administration includes:
  • Media reports, access control log, detailed record keeping of information and progress that include situation reports.

    All supporting units are directed to ensure order in the functions on the crime scene.

    The command Centre is handed over to a Joint Operational Commander if appointed.

    All critical information is reported to relevant officials.

    All actions regarding the incident are noted in the pocketbook for future references according to the prescribed organisational policy. 

    ASSESSMENT CRITERION 2 
    Reference numbers for entries in relevant organizational registers are noted in the pocketbook for cross-reference. 

    ASSESSMENT CRITERION 3 
    Statements are completed and dockets opened and registered for investigation purposes in accordance with the prescribed organizational policies and procedures. 

    ASSESSMENT CRITERION 4 
    All relevant documentation and reports are compiled and forwarded to the relevant role-players. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Candidates are assessed against these assessment criteria. An assessor observes currently employed candidates carrying out their normal work duties. They may also be asked to carry out simulated tasks and to answer written and/or oral questions. Candidates studying towards a Unit Standard, and who are not currently employed, will also be assessed using variety of assessment tools.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures.

    The standard describes competent performance in doing physical techniques that will enhance their job performance, and lay down the criteria by which competence should be judged, as well as the range of circumstances in which competence should be demonstrated.

  • A comprehensive understanding of the relevant legislation, and procedures and practices
  • A broad understanding of Disaster Management Procedures, Suicide procedures, Hostage procedures, Crime scene Management procedures, Information Gathering, Functioning of a JOC, First aid, Fire fighting, Weapons of Mass Destruction, Investigation of crime (Basic Principles), Elements of a crime and HECH CHEMA comprehensive understanding of the relevant legislation, and procedures and practices.
  • A basic understanding of the ways and methods to optimally use Body Armour, equipment jacket, torch, radios (vehicle as well as hand portable), OC spray, hand cuffs and/or cable tie cuffs, baton. 

  • UNIT STANDARD DEVELOPMENTAL OUTCOME 
    The following critical cross-field outcomes need to be addressed and assessed in this unit standard:
  • Decision-making must be developed in this standard during practical exercises. Learners must be left to make their own decision, which must be debriefed.
  • Ability to be a team player in order to establish synergy during joint operations and in teams.
  • Creativity needs to be developed by measuring learner's performance to the principles rather than a specific technique.

    The following policing specific outcomes must be assessed:

    1. Courage to take risk and even put own life at risks to safe others.
    2. Discipline to accept instructions and policy
    3. Physical ability to do the job (includes fitness and health required to move in the field with the sections without putting themselves in danger).
    4. Patriotism and loyalty to the country and its entire people.
