PURPOSE OF THE UNIT STANDARD 
This unit standard is for specialised policing units in the field of safety in society who need to direct the execution of small team police operations in high risk and dangerous situations where specialised training and equipment is needed. This unit standard will contribute towards compliance with tactical, legal, safety and organisational requirements related to specialised operations.

Persons accredited with this unit standard will be able to:
  • Prepare members for small team police operations.
  • Direct the tactical approach to an object

    This standard applies to all members entering specialised crime combating operations. 

  • UNIT STANDARD RANGE 
    Small team tactical operations refer to police operations with a minimum of six members trained and equipped to execute of high risk warrants; hostage situations (excluding high profile hostage situations), multiple entry assaults, or any other crime combating operation in both urban and rural operations.

    ASSESSMENT CRITERION 1 
    The standby members are mobilised from their residence to the unit 

    ASSESSMENT CRITERION 2 
    All information needed for assessment and planning is gathered by means of observation and reconnaissance operations. 

    ASSESSMENT CRITERION 3 
    Members are briefed according to the operational plan. 
    ASSESSMENT CRITERION NOTES 
  • Details pertaining to the execution of the assault and sequence of the events are communicated to members in detail.
  • Contingency plans for the assault are communicated in detail. 

  • ASSESSMENT CRITERION 4 
    Members are equipped according to the briefing. 

    ASSESSMENT CRITERION 5 
    Members' understanding of task is tested/ confirmed by verbal feedback. 

    ASSESSMENT CRITERION 6 
    An equipment check is executed by members according to their tasking.

    Equipment must be checked for availability and serviceability.

    All members are deployed to the deployment position on command.

    ASSESSMENT CRITERION 1 
    Members are deployed according to the operational plan. 

    ASSESSMENT CRITERION 2 
    The approach to the target is along the identified route as per operational plan. 

    ASSESSMENT CRITERION 3 
    The approach is conducted without compromising the element of surprise. 

    ASSESSMENT CRITERION 4 
    Approach formations and placements are maintained, co-ordinated, and communicated to reach specific points of entry at the same time. 
    ASSESSMENT CRITERION NOTES 
    Approach formations refer to foot, mechanical and non-mechanical craft formations such as vehicles; choppers; boats; canoes; etc. 

    ASSESSMENT CRITERION 5 
    Final checks are conducted at pre assault point. 
    ASSESSMENT CRITERION NOTES 
    Checks includes, but is not limited to, the following:
    Physical inspection of weapons, communication systems and personnel.

    Assault teams are guided into final assault positions by spotter teams.

    Emergencies and contingencies during approach are dealt with as per operational plan

    ASSESSMENT CRITERION 1 
    Simultaneous co-ordinated entry is demonstrated by teams for arrest, clearance and search. 

    ASSESSMENT CRITERION 2 
    Co-ordinated movement/entry is demonstrated as per operational plan with minimum loss of life and damage to property. 

    ASSESSMENT CRITERION 3 
    Continuos communication is maintained between team members during the operation. 
    ASSESSMENT CRITERION RANGE 
    Communication refers but is not limited to hand call signs; radio communication and tactical communication.
     

    ASSESSMENT CRITERION 4 
    Equipment is safely and optimally used in executing the operation. 
    ASSESSMENT CRITERION NOTES 
    Equipment refers, but is not limited to radio's, weapons, pyrotechnical aids, breaching equipment etc. 

    ASSESSMENT CRITERION 5 
    Threats/suspects are identified and communicated to team members. 

    ASSESSMENT CRITERION 6 
    Suspects are isolated and arrested. 

    ASSESSMENT CRITERION 7 
    Evidence is identified and secured. 

    ASSESSMENT CRITERION 8 
    Emergencies and contingencies during the execution of the small team operation are dealt with as per operational plan.

    Co-ordinate the withdrawal and conclusion of the small team operation.

    The scene is handed over to relevant policing authority. 

    ASSESSMENT CRITERION 2 
    Internal and external perimeter security of the scene is maintained. 

    ASSESSMENT CRITERION 3 
    Teams are tactically withdrawn to the determined point as per operational plan 

    ASSESSMENT CRITERION 4 
    Emergencies and contingencies during the withdrawal are dealt with as per operational plan. 

    ASSESSMENT CRITERION 5 
    Equipment checks are executed as per operational plan. 

    ASSESSMENT CRITERION 6 
    All information pertaining to the operation is reported to the operational commander. 
    ASSESSMENT CRITERION NOTES 
    Actions; damages; suspects; evidence; incidents; time of occurrences; physical address; equipment used; members involved and injuries. 

    ASSESSMENT CRITERION 7 
    Members are de-briefed according to organisational policies and procedures. 

    ASSESSMENT CRITERION 8 
    The operational report is compiled and forwarded to appropriate authorities according to organisational policies and procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Candidates are assessed against these assessment criteria in real or simulated work conditions.
    2. A candidate whom wants to be accredited against this unit standard needs to demonstrate both foundational (knowledge) competence and practical (skill) competence. A candidate whom has managed to demonstrate foundational competence, but not practical competence (and vice versa) will be not be declared competent for this unit standard.
    3. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
    4. Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.
    5. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures

    The standard describes competent performance for the use of pyrotechnical aids during police operations that will enhance job performance, and lay down the criteria by which competence should be judged, as well as the range of circumstances in which competence should be demonstrated.
