PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners who manage the implementation of sector policing in the field of safety in society, especially in the policing environment.
A person credited with this unit standard will be able to:
  • Implement the concept of sector policing through the effective marketing thereof.
  • The effective compilation, utilisation and maintenance of sector profiles.
  • Manage the activities with in the SCF effectively.
  • Ensure the effective management of the sector team and it's resources.

    This unit standard will contribute to the full development of any learner within the safety in society environment and more specifically within the policing discipline by providing recognition, further mobility and transportability within the field. The skills, knowledge and understanding demonstrated within this unit standard are essential for social and economic transformation and upliftment within the safety in society environment.

  • UNIT STANDARD RANGE 
    This unit standard applies to persons who manage the implementation of sector policing that will allow them to take decisions independently. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Implement the concept of sector policing through the effective marketing there-of. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Suitable candidates are identified and the process is initiated to appoint sector deputies. 

    ASSESSMENT CRITERION 2 
    Ensure that the SCF is effectively constituted and managed based on the model of the local CPF 

    ASSESSMENT CRITERION 3 
    The need for crime prevention operations is identified in cooperation with relevant role-players. 
    ASSESSMENT CRITERION NOTES 
    Relevant role-players refer to but are not limited to:
  • Station Commissioners
  • Area Commissioners 

  • ASSESSMENT CRITERION 4 
    Liaison duties between the sector community and the station management are performed by establishing a two-way communication process between the role-players 

    ASSESSMENT CRITERION 5 
    The daily SCF meeting is attended to ensure that feedback is provided to the sector and to receive the necessary assistance/guidance. 

    SPECIFIC OUTCOME 2 
    Ensure effective compilation, utilisation and maintenance of sector profiles. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A sector profile is compiled by using the station profile and refining it in terms of the sector in conjunction with the SCF. 

    ASSESSMENT CRITERION 2 
    The profile is utilised to identify the sector communities needs, concerns, perceptions and abilities, in conjunction with the SCF, and to determine the best actions to be taken in response thereof. 

    ASSESSMENT CRITERION 3 
    The profile is updated regularly to accommodate new issues. 

    ASSESSMENT CRITERION 4 
    A diary is kept in the file whereby daily activities (e.g. meetings, business involvement, etc.) pertaining to the sector are recorded. 

    ASSESSMENT CRITERION 5 
    Each sector police plan is aligned to the station plan. 

    SPECIFIC OUTCOME 3 
    Manage the activities with in the SCF effectively. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    SCF meetings are attended and the sector community is kept informed of the crime situation including the SCF chairperson. 

    ASSESSMENT CRITERION 2 
    The causes of crime and contributing factors to crime in the sector are identified in consultation with the SCF as well as the sector's policing needs in respect of improved service delivery and police community relations 

    ASSESSMENT CRITERION 3 
    Projects and other safety and security initiatives are developed and co-ordinated in collaboration with the SCF and community groups in the sector to address crime-related concerns experienced locally 

    ASSESSMENT CRITERION 4 
    Community-, police projects are launched to prevent crime 
    ASSESSMENT CRITERION NOTES 
    Community-, police projects include but not limited to:
  • Neighbourhood watches
  • Business against crime

    Best practices are identified in other sectors and implement them in his/her own sector.

    Ensure the effective management of the sector team and it's resources. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The effective functioning and performance of the sector team is monitored. 

    ASSESSMENT CRITERION 2 
    A minimum of two reservists is recruited from the sector to complete the sector team. 

    ASSESSMENT CRITERION 3 
    The sector team and category "A" reservists are utilised, in the absence of a crime prevention unit, to organise specific crime prevention operations to address the identified needs of the sector. 

    ASSESSMENT CRITERION 4 
    All personnel and logistical resources are managed effectively and efficiently. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
    2. Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.
    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures
