PURPOSE OF THE UNIT STANDARD 
This is a core unit standard at Level 6, which can be credited to the Advanced Certificate in Education (School Management and Leadership) at Level 6.

The unit standard is suitable for those in school management and leadership positions, for office-based educators supporting school managers, for aspirant school managers, and for those responsible for subject/learning area/phase leadership in schools.

Its purpose is to develop in these educators/school managers the fundamental knowledge, skills, and values/personal qualities so that they can manage organizational systems and physical and financial resources effectively and contribute to improving the delivery of education in the school system. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
This unit standard assumes that the learner/'school manager':
  • Is competent in the language of instruction of the provider
  • Has knowledge and skills of teaching, learning and assessment in schools
  • Has some knowledge and practical experience of schools, the school system and the broader profession.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The learner/'school manager' is able to set up, implement, maintain and evaluate the systems for communication with and between management, learners, staff, parents, the school governing body, the department, and the community. 

    ASSESSMENT CRITERION 2 
    The learner/'school manager' is able to set up, implement, maintain and evaluate the information management systems to facilitate the use of information for the purposes of monitoring performance and planning - with elements such as:
  • Learner profiles
  • Records of learner progress
  • Staff profiles
  • Stock and asset registers. 

  • ASSESSMENT CRITERION 3 
    The learner/'school manager' is able to set up, implement, maintain and evaluate the administrative systems and structures in the school to carry out departmental requirements and school policies such as:
  • Admissions
  • Collection of school fees
  • School safety and security. 

  • ASSESSMENT CRITERION 4 
    The learner/'school manager' is able to set up, implement, maintain and evaluate the systems for managing the physical resources of the school to ensure a safe and healthy environment that is conducive to teaching and learning such as:
  • School buildings and grounds
  • Equipment
  • School transport
  • Textbooks and learner support materials
  • The integrated quality management system (IQMS).

    Manage the financial resources of the school in a transparent and accountable way. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Develop a financial policy for the school that is aligned with the legal framework for financial school management (including the Norms and Standards for School Funding) and ensure that these policies are adhered to. 

    ASSESSMENT CRITERION 2 
    Coordinate the preparation and approval of a budget that supports the implementation of school goals, policies and plans. 

    ASSESSMENT CRITERION 3 
    Set up a system of accountability for the management of the financial system in terms of the Public Financial Management Act and Generally Accepted Accounting Principles, including:
  • Monitoring and controlling spending in terms of the budget,
  • Ensuring that resources are used in an efficient manner,
  • Developing a sound procurement policy,
  • Ensuring that a financial statement is drawn up at the end of the school year.

  • Comparing and interpreting differences between actual income and expenditure with budgets (control)
