PURPOSE OF THE UNIT STANDARD 
The purpose of this learning is that learners are capable of identifying road users in the traffic stream, who are incompetent to use the road, or for whom it would be illegal to use the road in the relevant context, and instituting the correct activities. This unit standard will enable the learner to identify incompetent road use, and take corrective and preventive action. Upon attaining the outcomes of this standard, drivers and pedestrians who pose a safety threat to fellow motorists and pedestrians will be handled professionally, and the percentage of successful prosecutions will increase.

This unit standard also allows for transformation with the traffic policing profession, as learners become models for other learners. This attracts quality people and allows for the aspirations of people to be part of the traffic policing profession. The recognition of prior learning will formalise informal and non-formal leaning and learners will be able to obtain credits towards a national qualification.

Credited learners are capable of:
  • Assessing driver fitness in relation to permanent disabilities and documentation presented.
  • Assessing road user fitness in relation to temporary effects of alcohol and drug use, using accepted processes with and without equipment.
  • Identifying possibly unsafe traffic behaviour related to the road user fitness.

    UNIT STANDARD RANGE 
    The typical context of this unit standard is in identifying drivers in the traffic stream, who are incompetent to drive, or for whom it would be illegal to drive in the relevant context, and instituting the correct activities. Incompetence to drive could include contributing factors such as alcohol use, drug use, driver disabilities, etc. Road users include both drivers of vehicles and pedestrians.
