PURPOSE OF THE UNIT STANDARD 
This unit is for learners in the field of policing whose responsibility it is to determine the identity of a vehicle which is the subject of police investigation.

A person credited with this unit standard will be able to:
  • Conduct physical examination of a vehicle.
  • Conduct the etching process in respect of a vehicle (if necessary).
  • Conduct the relevant computer enquiries in respect of a vehicle.
  • Perform the vehicle clearance process.

    This unit standard will contribute to the full development of any learner within the safety in society environment and more especially within the policing environment by providing recognition, further mobility and transportability within the field. The skills, knowledge and understanding demonstrated within this unit standard are essential for social and economic transformation and upliftment within the safety in society environment.

    This unit standard applies to persons in the field of safety in society and more specifically the policing environment with a level of authority that will allow them to take decisions independently.

    Conduct physical examination of a vehicle. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The exterior of the vehicle is examined for identifiable features and markings according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 2 
    The VIN/chassis and engine number is inspected to determine the authenticity of such numbers according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 3 
    The interior of the vehicle is inspected and searched for identifiable features, documents, etc. that may assist in the identification process according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 4 
    The body and frame work is examined for any changes according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 5 
    Comprehensive notes are made of the vehicle, identifiable features and findings according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 6 
    All exhibits found in the vehicle is seized according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 7 
    The vehicle and all identifiable features are photographed according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 8 
    A detailed statement pertaining to findings is compiled and submitted according to relevant legislation and organizational policies and procedures. 

    SPECIFIC OUTCOME 2 
    Conduct the etching process in respect of a vehicle (if necessary). 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The existing VIN/chassis and engine number is photographed and recorded prior to determining whether the etch process is necessary according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 2 
    The etching equipment is in working order and all related equipment is available (eg. Acid, etc.) according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 3 
    The etch process is conducted and details are recorded according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 4 
    Photographs are taken after the etch process according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 5 
    A detailed statement pertaining findings is compiled and submitted according to relevant legislation and organizational policies and procedures. 

    SPECIFIC OUTCOME 3 
    Conduct relevant computer enquiries in respect of a vehicle. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Enquiries on the relevant computer systems is conducted by utilizing the information obtained during the physical examination and etching process according to relevant legislation and organizational policies and procedures. 
    ASSESSMENT CRITERION RANGE 
    Relevant computer systems refer to but are not limited to:
  • South African Police Service Circulation Systems (Vehicles);
  • National Traffic Information System (Natis);etc.
     

  • ASSESSMENT CRITERION 2 
    Relevant information from the computer systems are extracted in accordance with the enquiries conducted according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 3 
    Extracted information is utilized according to organizational policies and procedures. 

    SPECIFIC OUTCOME 4 
    Perform the vehicle clearance process.

    ASSESSMENT CRITERION 1 
    The vehicle presented is physically examined according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 2 
    The relevant documentation in respect of the vehicle presented is completed according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 3 
    Relevant computer system enquiries are conducted according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 4 
    Vehicle clearance is issued (if applicable) according to relevant legislation and organizational policies and procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.

    2. Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.

    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures.

    The standard describes competent performance in doing physical techniques that will enhance the candidate's job performance, and lay down the criteria by which competence should be judged, as well as the range of circumstances in which competence should be demonstrated.
    Integrated assessment methods and tools will allow the candidate to demonstrate that he has acquired knowledge of and can safely and effectively apply competence identified in this unit standard.

The assessment must integrate a number of different methods in order to give the assessor reliable and valid proof of competence and evidence of required attributes.
